Departments get list of questions to present before CM Kejriwal

The various government departments, which have been gearing up to give detailed presentations to Chief Minister Arvind Kejriwal, have been given a list of questions to base their presentations on.

The questions range from the year the department was formed to details of contractual employees and the financial implications of making them permanent. Kejriwal had earlier asked all government departments to prepare presentations on how to implement the party’s 70-point action plan.

An order issued to the departments from the chief minister’s office stated that top officials will have to be present while one of them gives the presentation. The CM will decide on whether to merge a few departments during these presentations, a senior official said.

A number of questions have been attached with the order, such as when the department was formed, its responsibilities and functions, the organisational structure of the department from HODs to the lowest functionaries, among others.

The second part of the queries relate to various schemes launched by the departments. They have been asked to explain the objective of each scheme, the target group of the scheme, funds spent on these schemes last year, funds required this year and the number of beneficiaries of the scheme last year.

“This would give the CM a fair understanding of who is getting the benefits from a particular scheme,” a senior government official said.

Apart from this, the CM has also asked the departments to give details of various projects, their purpose, stage of completion, total cost, cost overruns and date of completion, if delayed.

Also, each department has been directed to explain the total budget they received and the estimated budget for the financial year of 2015-16.

The government — which had promised to make all contractual employees permanent — has further sought “staff positions” in each department. Departments have to furnish details on total sanctioned strength, number of contractual employees and financial implications if they are made permanent. Other details sought pertains to employees posted, physically working and working on diverted capacities in other departments.
