Delhi to ban entry of non-BS-VI compliant commercial goods vehicles registered outside city from November 1

Come November 1, and all commercial goods vehicles registered outside Delhi that are not compliant with the BS-VI guidelines will be banned from entering the national capital, said the Transport department.

The Transport department also issued a public notice, which states, “The Commission for Air Quality Management (CAQM) in the National Capital Region and Adjoining Areas has issued an Amendment…to curb rising air pollution from commercial goods vehicles entering Delhi.”

Commercial vehicles to be prohibited would include light goods vehicles (LGVs), medium goods vehicles (MGVs), and heavy goods vehicles (HGVs), the notice mentions.

According to the notice, BS-IV commercial goods vehicles will be permitted to enter Delhi up to October 31, 2026, as a transitional measure.

“This year, the focus is on emission norms and not on fuel type or the age of the vehicle. Thus, inside Delhi, all types of vehicles — both commercial and private — that are registered here are allowed to ply even if they comply with the BS III norms. Similarly, private vehicles registered in other states are allowed, but not commercial ones,” said officials.

The notice also states: “There are no restrictions for entry, at any point in time of the year for following categories are commercial goods Vehicles registered in Delhi, BS-VI compliant diesel vehicles, BS-IV compliant diesel vehicles till 31-10-2026…”

Further, CNG (compressed natural gas) vehicles, LNG (liquefied natural gas) vehicles and electric vehicles (EVs) are exempted.

The notice added that restrictions under various stages of the Graded Response Action Plan (GRAP) on commercial goods vehicles will continue to apply during the period a particular stage is in force.

In a meeting held on October 17, the Commission for Air Quality Management (CAQM) approved a sweeping ban on the entry of polluting commercial vehicles into Delhi from November 1, amid the city’s pollution woes.

Transporters hoped that the government might extend the relaxation on the entry of BS-IV compliant vehicles in Delhi.
