
Delhi Weather Forecast Highlights: As moderate to heavy rains are expected in the national capital on July 11, the Delhi government has declared a holiday for students studying in classes Nursery to 5th in all government and aided schools. Students of classes 6th onwards and all staff, however, shall attend schools as usual, the Directorate of Education said in a circular. It also added that all recognised private schools under DoE, GNCTD are advised to follow the instructions in view of the safety of the students. Meanwhile, all schools run, aided or recognised by the Municipal Corporation of Delhi will also be closed on July 11.

Meanwhile, after two days of torrential rains in Delhi, chief minister Arvind Kejriwal today said that the evacuation of people from low-lying areas around Yamuna will start once the river touches the 206-metre mark. “Predictions indicate flood situation won’t arise,” he said, whilst stating that the government was closely monitoring the situation and was fully prepared to tackle it. Kejriwal also said potholes on Delhi roads will be filled with stones to prevent accidents, and that NDMC has been asked to resolve waterlogging problems faced by residents. Further, he said that there will be an inquiry into the incidents of roads caving in.

The Northern Railways has restricted speed on the Old Railway Bridge to 20 km/hour after the Yamuna's water level crossed 205 metres.
All schools run, aided or recognised by the Municipal Corporation of Delhi will be closed on July 11 in view of heavy rainfall in the city and adverse weather conditions forecast, according to an official order issued on Monday.
The order issued by the education department of the Municipal Corporation of Delhi (MCD), however, mentioned that these schools shall be closed only for students.
Department heads and teachers shall come to schools, and all offices will also be functional, it said. (PTI)
A 19-year-old woman was stabbed to death allegedly by her former fiancé in Palam Vihar in Gurgaon on Monday, an attack that was captured on CCTV cameras. The police said the accused, identified as Ramkumar, 23, has been arrested.
In the video of the incident at Molahera village in Palam Vihar, the woman is seen being repeatedly stabbed as her mother tries to help her.
According to the police, the woman was stabbed in the stomach by the man around 12 pm on Monday, killing her on the spot. (Read More)

Amid the heavy rain, waterlogging and road cave-ins in Delhi, Chief Minister Arvind Kejriwal urged all political parties on Monday to come together to help people, saying that it was not the right time to point fingers at each other.
“I want to thank all the leaders, ministers and MLAs including those from other parties for stepping on to the ground and helping the people out at this time. I know there are officials who were working all night to avoid any kind of mishap,” he said.
The chief minister held a meeting with his senior officers, cabinet ministers Atishi and Saurabh Bhardwaj and Mayor Shelly Oberoi to review the situation in Delhi. “On July 8 and 9, Delhi saw 153 mm rain. The rain this year broke the record of 40 years. In 1982, it was 162 mm. So this was unprecedented rain and Delhi’s system is not designed to handle this much rain,” he said. (Read More)
The Constitution bench of the Supreme Court unanimously recognised the constitutional authority of the elected Government of Delhi over services. The Supreme Court on Monday issued notices to both the Centre and the Lieutenant Governor of Delhi, seeking their stand on a plea filed by the Delhi government challenging the constitutionality of the ordinance on control of services. The court declined to grant an interim stay on the ordinance and said it will consider the plea regarding the same on July 17.
The AAP government has said that the centre’s ordinance is an “unconstitutional exercise of executive fiat” that attempts to “override” the top court and the basic structure of the Constitution.

The BJP on Monday staged a protest near the AAP office at ITO alleging a scam in desilting of city drains. The party accused AAP of siphoning off of funds up to Rs. 3000 crore, meant for desilting by the Public Works Department as well as the MCD both of which are led by the AAP at the city government and the civic level.
Over 1200 people living near Yamuna Khadar in Mayur Vihar extension have been asked to empty the area as the Yamuna reaches closer to the danger mark in Delhi. The authorities haven’t informed the people of any emergency shelter as of now. The people living in the area are being asked to shift under a flyover.

According to the Daily Flood Control Bulletin for Monday, the water level at the Old Railway Bridge was 203.58 Mtr at 10 am. The water level of Old Railway Bridge, as per Forecast No 1 is expected to increase to 205.50 Mtr on July 11 (Tuesday) between 10 am to 12 noon and will continue to increase afterwards.
Warning Level is 204.50 Mtrs.
Danger Level is 205.33 Mrs.
Evacuation Level is 206 Mrs.
Ahead of the emergency meeting called by CM Arvind Kejriwal on the Delhi rain situation on Monday, PWD minister Atishi inspected the Yamuna river's water level.
Earlier, she had said that the government expects water level in the river to rise, following which they will evacuate people from nearby areas.
The Supreme Court on Monday extended AAP leader and former Delhi minister Satyendar Jain's interim bail till July 24.
Jain was granted interim bail on medical grounds. He was arrested in connection with a money laundering case.
Ahead of the emergency meeting called by Chief Minister Arvind Kejriwal regarding the rain situation in the city, Delhi minister Saurabh Bharadwaj said that the government expects the water level in Yamuna river to cross 204 m by tomorrow. "Government will take all the necessary preparations; if the water level of Yamuna cross 205 m, we will evacuate the people in nearby areas," he told reporters.
"Leaves of all officials have been cancelled and all have been instructed to be on field," he added.
In view of the unprecedented rainfall in Delhi, Chief Minister Arvind Kejriwal announced the closure of all schools for one day on Monday for the safety of students.
Kejriwal tweeted Sunday that considering the incessant rainfall over the past two days and the grave warnings from the weather department, all schools in Delhi will remain closed for one day on Monday. The decision to reopen schools will be taken after assessing the weather conditions tomorrow.
As per an official statement, Education Minister Atishi instructed the Education Department to conduct physical inspections of government schools for the safety of school children.
“Atishi mentioned that the continuous rain in Delhi over the past few days has created an unprecedented situation. Delhi has experienced the heaviest rainfall over these two days, in the past 40 years. Therefore, the physical inspection of all schools under the Delhi government is being conducted to ensure the safety of school children” the statement read.
All regional directors of education, deputy directors of education, district zones, principals, and vice-principals were instructed to conduct immediate physical inspections of all government schools under their jurisdiction.
An out-of-job civil engineer was arrested for allegedly impersonating an OSD to the Union Minister of Home Affairs and trying to get himself appointed as a senior official for the Ganga Expressway project, police said on Sunday.
Robin Upadhyay, 48, a resident of Meerut in Uttar Pradesh, claimed to have worked in many multinational companies for over 25 years, they said. With the subterfuge, Upadhyay was angling for the post of Vice President-cum-Project Coordinator for the Expressway project, police said.

Delhi Traffic Police asked commuters to avoid a Mathura road stretch-- the carriageway from Badarpur towards Ashram-- due to breakdown of a truck near Mohan Estate metro station, on Monday morning.
For the second time in three days, the Pragati Maidan tunnel has been shut due to waterlogging.
The Delhi Traffic Police said, "Movement of traffic is restricted at Pragati Maidan tunnel due to waterlogging. Commuters are advised to plan their journey accordingly."
Delhi is likely to receive moderate rainfall on Monday, with the maximum temperature likely to be around 32 degrees Celsius.
The city recorded 107.3 mm of rainfall in the last 24 hours, taking the total to 298.3 mm this month so far--more than the normal of 209.7 mm for the entire month.
Light to moderate rainfall is likely to continue on Tuesday as well.
The unprecedented amount of rainfall over the past two days has left civic authorities in Delhi vastly unprepared to tackle the deluge across roads. For a city that reports waterlogging year on year during the monsoon, it is yet to have a Drainage Master Plan in place.
The Delhi government had signed a contract with IIT-Delhi in 2011 to prepare a drainage master plan, and the latter submitted a report in 2018. The plan was implemented in 2021 — only to be shelved for being “generic” in nature and not having actionable points.

Over 200 complaints of waterlogging and two complaints of road cave-ins, including at Rohini Sector 22-23, were reported as rain pelted Delhi for the second day in a row on Sunday.
The city has seen more rain over the weekend than it usually does over the whole of July. According to IMD data, the city usually gets 195.8 mm of rainfall in July. But between Saturday and Sunday morning, it received 153 mm or rain — breaking a 41-year-record for the most amount of rain received in 24 hours. On Sunday alone, it saw 105.8 mm of rain.
What’s more, the city has received 34% of the total rain it usually sees during the whole year in the past two days — a total of 258.8 mm as against the annual average of 762.3 mm.

Delhi Chief Minister Arvind Kejriwal has called a meeting regarding the heavy rainfall, in the Secretariat today. Senior officers have been asked to be present. Discussions on the increasing level of the Yamuna are also expected. Officers from MCD and Irrigation and Flood Control department will be present at the meeting.
Three children were rescued from a house in West Delhi’s Moti Nagar that collapsed due to heavy rain in the city Sunday.
As per the Delhi Fire Services and the Delhi Police, they received information from neighbours that some children were trapped under the debris.
DFS Chief Atul Garg said: “We rushed to the spot with three fire tenders, a special rescue team and two ambulances. Disaster management teams and three PCR vans were also at the spot. We found that the roof of a small house had collapsed on three children. We rescued them.” (Read More)
More than 3,400 police personnel were deployed on Sunday at 50 locations in the city to manage traffic in view of waterlogging on several road stretches due to heavy rains for the second consecutive day.
There was waterlogging since the morning hours, which resulted in traffic snarls across the city, and the Traffic Control room received complaints regarding congestion, uprooting of trees, potholes and signals not working, according to officials.
Police personnel were deployed at intersections where signals were not working, they said and added that data collected by the traffic police showed that there were potholes at four major locations -- Bagga roundabout, on Ambedkar Road, Rail Bhawan to Windsor Place on Raisina Road and Adhchini on Aurobindo Marg. ? The Delhi government issued a flood warning on Sunday as Haryana released more than one lakh cusecs of water into the Yamuna river from the Hathnikund barrage.
? The irrigation and flood control department said this was the first warning, with 1,05,453 cusecs of water discharged at 4 pm.
? Normally, the flow rate at the barrage is 352 cusecs, but heavy rainfall in the catchment areas increases the discharge. The water from the barrage takes around two to three days to reach Delhi.
? Authorities have been instructed to stay vigilant and take necessary action in vulnerable areas. Quick response teams have been deployed to raise awareness and warn the people living near the river embankments, according to the department. (PTI)
Due to waterlogging in Bharti Nagar and Lodhi Estate area, at the request of residents and CPWD, the power supply has been cut off to avoid any untoward incidence.
In view of the heavy rains, schools in Noida will remain closed on Monday.
"Keeping in view the heavy rains in the district, on July 10, 2023, the schools from class one to class 12 of all the boards of the district will remain closed," the district magistrate of Gautam Budha Nagar tweeted.
Gurugram district administration issues an advisory stating "All Government and Private Schools (including Play schools etc.) falling in Gurugram district are hereby directed to remain closed tomorrow i.e. on 10th of July in larger public interest and for safety & security of the students."
"In view of the torrential rains lashing Delhi since last 2 days and warnings from the Meteorological Department, all schools in Delhi are being closed for a day tomorrow," Delhi CM Arvind Kejriwal on Twitter.
