
Haryana, Nuh Violence Highlights (Aug 2): Mobile internet services will remain suspended in Nuh, Faridabad and Palwal districts and in three sub-divisions of Gurgaon district namely Sohna, Pataudi & Manesar, till August 5. The order passed by the Haryana Home Secretary stated that the conditions in these districts remain critical and tense. Meanwhile, state home minister Anil Vij said that social media played a significant role in fuelling the violence in Nuh and informed that the state government has formed a three-member committee which has been tasked with monitoring social media activities from July 21 onwards.
In the wake of communal clashes that left six persons dead and over 50 injured in Haryana, Chief Minister Manohar Lal Khattar on Wednesday sought four more companies of central forces and said one battalion of the Indian Reserve Battalion will also be deployed in violence-hit Nuh. This in addition to 20 companies of central forces that are already deployed across the state — 14 in Nuh, three in Palwal, two in Gurugram, and one in Faridabad, he added. Addressing a press conference, CM Khattar also said a total of 116 people have been arrested and 90 detained since Monday’s clashes in Nuh.
When asked about the involvement of self-proclaimed cow vigilante Mohit Yadav, better known as Monu Manesar, CM Khattar said: “The Rajasthan government had registered an FIR against Bajrang Dal’s Monu Manesar. We have told them that whatever help is required to look for him will be provided by us.” Monu Manesar, an accused in the murders of Junaid and Nasir in Bhiwani, had released a video saying he would participate in the Nuh yatra. However, he did not show up. Meanwhile, Haryana police chief P K Agrawal said that an SIT will be formed to investigate the cases of violence and that Manesar’s role is being probed.

The Haryana government on Wednesday decided to immediately shift the battalion headquarters of the 2nd India Reserve Battalion (IRB) from police complex Bhondsi to Nuh district to meet "imminent operational exigencies" of maintaining law and order and peace and security. (PTI)
The Haryana government has requested 5 additional coys of CAPF for one week (August 2- August 9) for maintaining the law and order situation in districts Palwal (2 coys), Faridabad (2 coys) and Gurgaon (1 coy).
A letter by the Haryana home secretary to the Union Home Ministry stated that senior officers and additional police force including the CAPF have been deployed but sporadic incidents are still being reported from these 3 districts. The situation remains under control but still tense, the letter stated.
Three minor incidents of arson and vandalism have been reported from Sohna and Pataudi-Basai, but the police handled them quickly. These were tin stalls, according to the Gurgaon PRO.
Haryana Home Minister Anil Vij on Wednesday said that social media has played a significant role in fueling the violence in Nuh. In response to this concern, the state government has formed a three-member committee tasked with monitoring social media activities from July 21 to onwards.
Platforms such as Facebook, Twitter, WhatsApp, and others will be closely examined/Scanned for any provocative posts. The committee will take appropriate legal action against individuals found spreading feeling of hatred or misinformation. The Minister appealed to the people to use social media responsibly and refrain from sharing inflammatory content.
The spiritual head of Ajmer Dargah Zainul Abedin Ali Khan on Wednesday appealed to people and politicians alike to maintain peace in the violence-hit Nuh district of Haryana, saying the atmosphere there is painful and harmful for a civilised society.
Khan issued a statement on the Nuh incident and said that hatred and communalism will take the country and the future of the youths in the wrong direction.
"I appeal to the people of all religions and sects in Haryana to work with peace and patience and give proof of being a responsible Indian. Responsible people from both sides of society should come forward and make meaningful efforts to calm the current atmosphere," he said. (PTI)
Two companies of Sashastra Seema Bal have reached Faridabad. Five companies have been called from outside. The Duty Magistrate has been appointed to maintain law and order in Faridabad.
The Haryana government has extended the ban on mobile internet services in Nuh, Faridabad, Palwal, Sohna, Pataudi & Manesar till August 5.
"It has been brought to my notice by Deputy Commissioners Nuh, Faridabad, Palwal and Gurugram that the law and order situation has been reviewed and intimated that conditions are critical and tense in their respective districts," an order by the Haryana Home Secretary T.V.S.N Prasad stated.
The home secretary has ordered the suspension of mobile internet services, all SMS services (only bulk SMS and excluding banking and mobile recharge) and all dongle services etc, provided on mobile services except the voice calls in the jurisdictions of Nuh, Faridabad, Palwal, Sohna, Pataudi & Manesar.
Union Minister Rao Inderjit Singh on Wednesday said it is a matter of inquiry as to how members of both communities involved in communal violence in Haryana's Nuh were in possession of weapons.
The Gurgaon MP was speaking to reporters after meeting Prime Minister Narendra Modi.
Singh, however, said that his meeting with Modi was for extending an invitation to the prime minister for inaugurating several development projects, including an AIIMS, in the state. Nuh is part of the Gurgaon Lok Sabha constituency.
To a question about the violence, which has claimed six lives so far, he said both communities (Hindus and Muslims) were in possession of weapons, citing videos of the riot. "This is a matter of probe as to how they got possession of these weapons and how such an atmosphere was created," he said. (PTI)
WHILE stating that there was provocation from both sides resulting in the violence in Nuh, Haryana, on Monday, Gurgaon MP and Union Minister of State (Independent charge) Rao Inderjit Singh said it was not right for participants in a religious yatra to be carrying swords and sticks.
“Kisne hathiyar diye unko is procession mein le jaane ke liye? Koi talwar leke jata hai procession mein? Lathi-dande leke jata hai (Who gave weapons to them for the procession? Who goes to a procession carrying swords, or sticks)? This is wrong. A provocation took place from this side too. Nearly five years after the Centre approved a new battalion of the CRPF's anti-riot unit RAF to be based in Nuh, the Haryana government finally sanctioned land for it at a time the district witnessed communal clashes, official sources said on Wednesday.
The sanction to hand over the plot of about 50 acres in Indri village of Nuh to the Rapid Action Force (RAF) came earlier this week, the sources told PTI, adding the land was earmarked but a final declaration on its use by the force was awaited for more than a year.
The procedure to take over the land will happen soon, followed by the foundation stone laying ceremony by a dignitary, they said.
The construction of office and housing infrastructure and other basic amenities for the battalion will take a few more years, the sources said. (PTI)
Mobile internet services have been suspended in four tehsils of Rajasthan’s Bharatpur district till 6 am Thursday, in view of the violence in Haryana's Nuh district. These tehsils include Sikri, Pahadi, Kaman, Nagar in Bharatpur.
Prohibitory orders were imposed in two areas of Bharatpur including Kaman and Pahadi and 10 areas of Alwar district.
A security force has been deployed at the Bhatarpur-Haryana border where every vehicle is being checked.
Additional District Collector (ADM) Uttam Singh Shekhawat said the prohibitory orders will continue till midnight of August 10 in the border areas of Haryana, including Alwar, Tijara, Ramgarh, Govindgarh, Kathumar, Laxmangarh, Tapukada, Malakheda, Kishangarh Bas and Kotkasim subdivision areas.
On the incident of arson in Rewari, Anil Vij said that he had received information about it and the police commissioner was asked in this matter, after which the situation is now under control.
At the same time, on BSP's call for demonstrations in different cities, he said that everyone has the right to express their word, but it should be done in a peaceful manner.
When asked about the involvement of self-proclaimed cow vigilante Mohit Yadav, better known as Monu Manesar, state home minister Anil Vij said, “We have seen the video of Monu Manesar and he is not calling for riots anywhere but calling people to reach the yatra. That video is being studied.”

Speaking on the Nuh violence, Haryana home minister Anil Vij on Wednesday said that such violence cannot happen in just one day. “Someone or the other has planned by gathering people and weapons and bullets have been fired. There would be an investigation into the matter & those playing such acts in Nuh would be exposed," he said.
? Vij said that the situation in Nuh is completely under control and that 30 security companies have been received from Haryana and 20 from the Center which have been deployed.
? “Nuh area has been divided into eight police stations and one IPS officer has been posted at each police station,” he said. He informed that posts on social media are being checked and FIRs are being registered as facts are being gathered.
? Vij said internet service is still suspended in Nuh and further action will be taken only after assessing the situation.
The communal violence during the Brajmandal Jalabhishek Yatra in Haryana’s Nuh on Monday, which left at least six people dead, was started by the Vishwa Hindu Parishad (VHP) three years ago to “revive holy Hindu sites” in the district where Muslims constitute 79.2% of the population as per the 2011 Census.
As per lore, Nuh, which was earlier called Mewat, is home to three Shiva lingas from the era of the Pandavas in the Mahabharata. It is also believed that Krishna used to graze his cows here. VHP leaders argue that these sacred places face the “threat of encroachment by influential people in the region”. The VHP leaders say that the Mewat Darshan Yatra, as a part of which the Jalabhishek Yatra is held, “will help restore the significance of religious sites” in the region. Haryana Deputy CM Dushyant Chautala on Wednesday said that the organisers of the religious procession in Nuh did not give a proper estimation of the crowd, which may have led to the violence.
"... the organisers of the Yatra had not given proper estimation to the district administration about the crowd participating in the event. Lack of this information somewhere or the other appears to have led to the incident," said Chautala.
He said that such an incident has never occurred in the history of the state.
An alert has been sounded in Saharanpur, Shamli and Muzaffarnagar districts of Uttar Pradesh bordering Haryana in the wake of communal violence in the neighbouring state, a senior police official said on Wednesday.
Checking is also being conducted in areas along the Haryana-Uttar Pradesh border to keep an eye on anarchic elements, Deputy Inspector General (DIG), Saharanpur Range, Ajay Kumar Sahni said.
Policemen in plain clothes have also been deployed in these districts. "Continuous checking is going on at the Haryana-Uttar Pradesh border and the police of both states are coordinating with each other," Sahni said. (PTI)
Members of the Bajrang Dal and Vishwa Hindu Parishad (VHP) Wednesday held protest rallies in several parts of Delhi against the communal violence in Haryana’s Nuh. While the protesters blocked the National Highway on the Badarpur border, the Delhi Police officials said that permission was not sought for any rally or meeting at a public place.
Praveen Babbar, Hindu Yuva Vahini spokesperson, said, “We do not need permission. A letter is being sent to the commissioner’s office to intimate him about our protest. That is sufficient.”
Over 60 policemen were present at Badarpur and monitored the activities with a drone, while the protesters shouted slogans of ‘Jai Shree ram’, ‘Har Har Mahadev’, ‘Vande Mataram’, among others. (Read More)
Haryana CM Manohar Lal Khattar today said that he would not allow the communal harmony of the state to deteriorate at any cost and that no culprit of the Nuh incident will be spared.
? Currently, a team of IPS officers has been posted in Nuh district. Police said that Special Task Force and CIF are also probing the matter thoroughly.
? Regarding the restoration of internet services, the situation will be assessed and reviewed again on August 3, and educational institutions will remain closed
? Curfew relaxation has been given for 2 hours today (from 3 to 5 pm). After assessing the situation in the evening, a curfew relaxation outline will be prepared for 3rd August as well, the DC said.
? Nuh SP Varun Singla said the accused are being identified and that the strictest action will be taken against the guilty. The matter is being thoroughly investigated by the Chief Secretary and the Director General of Police.
? Shopkeepers have been told to stock goods and instructions have been given to distribute goods in an orderly manner.
A control room has been set up in the district, helpline number-112, 9050317480, 8397087480, 8930900281 to report untoward incidents.
? So far in Nuh, 41 FIRs have been registered in different police stations, and 116 people arrested. About 60 people were injured and six deaths were confirmed during the violence in the Braj Mandal yatra.
Haryana Chief Minister Manohar Lal Khattar on Wednesday sought four more companies of central forces in the wake of communal clashes in the state and said one battalion of the IRB will also be deployed in Nuh. Twenty companies of central forces are already deployed in Haryana, 14 of them in Nuh, three in Palwal, two in Gurugram and one in Faridabad, he told a press conference.
The chief minister asserted that those found responsible for the clashes will not be spared.

Speaking about the role of Bajrang Dal member Monu Manesar in the Nuh clashes, Haryana police chief P K Agrawal said that an SIT will be formed to investigate cases of communal violence in Haryana and Manesar’s role in it.
The DGP said the situation in the state was under control and the curfew has been relaxed for a brief period in Nuh for people to purchase daily ration.
Gurugram is completely safe and there is no report of any violence. Senior officers have been deployed in Nuh and the police force has been directed to strictly deal with anybody violating orders of the administration, he said.
? A permanent battalion of IRB to be stationed in Nuh. There are two battalions currently stationed at Bhondsi, out of which one comprising approx 1000 personnel shall be permanently stationed at Nuh.
? Enforcement wing comprising 100 personnel to be permanently deployed across Nuh to check cow-slaughter and cattle smuggling.
? Rashtriya Muslim Manch that openly supports cattle protection and speak against cow slaughter shall be engaged in protection of cattle under a special scheme containing incentives. This scheme shall soon be formulated and implemented for Nuh so that communal harmony doesn’t get disrupted again.
The Supreme Court on Wednesday directed the Centre and the state governments concerned to ensure no hate speech or violence takes place in Delhi-NCR during marches being held by VHP and Bajrang Dal to protest the communal clashes in Haryana's Nuh.
A bench of Justices Sanjiv Khanna and S V Bhatti also ordered that additional police or paramilitary forces be deployed and CCTV cameras be installed in sensitive areas.
The top court passed the order after senior advocate C U Singh, appearing for journalist Shaheen Abdullah, said 23 demonstrations have been announced by right-wing groups Vishva Hindu Parishad (VHP) and Bajrang Dal in various parts of the National Capital Region (NCR). (PTI)

The Nuh DC has lifted the curfew for the movement of the public to purchase of items for daily needs from 3 to 5 pm on Wednesday.
Kerala Chief Minister Pinarayi Vijayan has expressed grief over the communal violence in Haryana that has claimed six lives. Terming the developments in the northern state "distressing", he said: "Deeply saddened by the distressing communal conflict unravelling in Haryana. The loss of lives and widespread arson are undeniably tragic. Let's unite in upholding communal harmony and swiftly end the violence. Our heartfelt thoughts are with the affected families."

The communal flare-ups in Haryana, claiming at least six lives in the last two days, have set off a chain of reactions from political leaders across party lines, with those in the state government pointing at “a conspiracy” behind the violence while the Opposition parties blamed the ruling BJP-JJP combine for the law and order failure.

Pradeep Sharma (32) died during treatment at Safdarjung hospital in Delhi after sustaining injuries during violence in Nuh. Bajrang Dal said that Sharma was part of their outfit. This has taken the violence toll to six in Haryana.
Harana Home Minister Anil Vij smelled conspiracy behind the violence in the state. "The way stones, weapons, and bullets were found, it seems there is a mastermind behind this," he said.

Nuh DC Prashant Panwar said around 60 people were injured in Nuh during violence. "There are 14 companies of police force on the field. Educational institutions in the district will remain closed till further orders," he added. To maintain peace, and law and order, 10 duty magistrates and six special duty magistrates have been appointed area wise by the district administration, Panwar stated.
Haryana CM Manohar Lal Khattar said all those found guilty will not be spared. "Six people including two Home Guards and four civilians have died in the incident. 116 people have been arrested till now. Their remand is being taken. We are committed to the safety of the public. The overall situation in the state is normal. Appeal to the public to maintain peace, calm and brotherhood," he said.
Nuh police have arrested 116 people and registered 26 FIRs so far while Gurgaon Police have arrested five people in the mosque case.
Gurgaon ACP(Crime) Varun Dahiya appealed to people to not spread rumours on social media. "I appeal to all to not pay heed to rumours on social media. If anyone wants to report any information, they can reach helpline number '112', " he said. "All schools, colleges and workplaces are functioning normally. There are no restrictions on the movement of traffic. The internet is also operational," he added.
Meanwhile, a fire broke out in a cycle repair shop in Sector 70 in Gurugram. Fire tenders rushed to the spot. The fire department has said the fire is under control. More details are awaited.
Security has been stepped up in the border areas of Mathura and traffic diverted on some routes in the wake of violence in Nuh in neighbouring Haryana, a senior official said on Tuesday.
“Since the Mewat area of Haryana is adjacent to Kosi, Barsana and Govardhan police stations of Mathura, a special vigil is being maintained in the area falling under these three police stations,” Inspector General of Police Deepak Kumar said.
Additional police force has been deployed in areas bordering Haryana, he said, adding that drone cameras are also being used to monitor the situation.
Police officials also interacted with pilgrims on Chaurasi Kos Parikrama and assured them of adequate security since a portion of the route passes through Haryana. (PTI)
Right-wing organisation Vishwa Hindu Parishad (VHP) said it will hold a "major demonstration" in Noida on Wednesday to protest against the communal violence in Haryana.
VHP's publicity chief Rahul Dubey said the protest march would start from the Noida stadium in Sector 21A towards Rajnigandha Chowk in Sector 16, where an effigy would be burnt.
The demonstration is being planned at a time when restrictions under CrPC section 144 are placed in Noida in Gautam Buddh Nagar district of Uttar Pradesh. (PTI)
National Conference president Farooq Abdullah Tuesday condemned the killing of a naib imam at a mosque in Haryana's Gurugram and said the government must take decisive action against the perpetrators.
“Party president Dr Farooq Abdullah strongly condemns the heinous killing of a Naib Imam inside a Masjid in Haryana and calls on the government to take immediate action and ensure that the situation is brought under control,” the NC said on Twitter.
“The country cannot progress amidst such incidents. The government must take decisive action against the perpetrators,” the party said.
Five men were arrested for their alleged involvement in the violence in Gurgaon where a mosque was set on fire in the early hours of Tuesday. The naib imam of the Anjuman Jama Masjid was killed after the mosque located in Sector 57 was torched allegedly by a mob of 70-80 people. (PTI)
Haryana Assembly Speaker Gian Chand Gupta on Tuesday condemned the violence in Nuh and said that those trying to disturb the harmony amongst the people of Haryana can’t be forgiven.
The National Commission for Protection of Child Rights (NCPCR) has sought an inquiry into alleged use of children in stone pelting and other illegal activities during the recent communal flare-up in Nuh district of Haryana.
In a letter to Haryana administration, the apex child rights body has sought their urgent attention and action regarding the alleged exploitation of children in the Monday's violence.
"The Commission requests your good offices to look into the matter and have a thorough inquiry of the events. Besides, the children which are being used in this illegal protest should be identified and produced before the Child Welfare Committee, if required for ensuring their protection," the commission said in the letter. The Vishva Hindu Parishad on Tuesday likened the incident of violence in Haryana to a “terror attack” and demanded a probe into it by the National Investigation Agency.
Vishva Hindu Parishad (VHP) joint general secretary Surendra Jain demanded that the Haryana chief minister hand over the case to the National Investigation Agency (NIA) and “strictest punishment” be given to those involved in the violence.
The VHP leader said that a much bigger ‘yatra' (religious procession) will be taken out in the area. To decide the time and date of the yatra, mahapanchayats will be organised in the areas surrounding Nuh in Haryana, he added. (PTI)
Gurgaon DC Nishant Kumar Yadav on Tuesday passed an order which prohibits all all fuel stations operating in Gurugram district to sell loose petrol/diesel to any person (except for emergency purposes).
"There have been reports of communal tensions in Nuh district and bordering areas of Gurugram district, which poses a potential threat to law and order in the region," the order said.
"And whereas, I am of the opinion that immediate preventive measures are required to be taken to maintain public order, peace, and harmony in the district... in the interest of public safety and security, hereby order that all fuel stations operating in Gurugram district are strictly prohibited from selling loose petrol/diesel to any person (except for emergency purposes) with immediate effect," the order stated.
Slamming Haryana Home Minister Anil Vij on his comment regarding the Nuh violence, Congress leader Deepender Hooda said, “Haryana Home Minister Anil Vij said that it (Nuh violence) was pre-planned so, this statement proves the failure of the government. If the government is saying that it was planned so the question arises what were they doing?”

Gurgaon DC Nishant Kumar Yadav on Tuesday passed an order saying that all government and private educational institutions under the Sohna sub-division will remain closed on August 2.
"It has come to the attention of the undersigned that there is communal tension in the neighbouring district of Nuh, which has led to the blockage of roads by anti-social elements in bordering parts of District Gurugram, particularly ohna. Such actions may disrupt peace, tranquillity, and public order in the region. In order to avoid any untoward incident and ensure the safety of the students, it is deemed necessary to close all Government and private educational institutions in the Sohna Sub-division of District Gurugram on 2nd August, 2023, in view of the prevailing circumstances," the order stated.
Hours after 2 shops were set ablaze by a mob in Badshahpur, yet another shop has been vandalised in the area.
A mob vandalised meat shops located on Basai Road in Gurgaon on Tuesday. Police have reached the spot.
This comes after another incident of violence reported from Badshapur, were two shops were set ablaze by a mob at around 2 PM. According to nearby shopkeepers, both their occupants had already fled to their villages Monday.
