According to the India Meteorological Department, smog or shallow fog conditions would prevail through the day.

Rai Tuesday wrote a letter to the Centre seeking clearance for artificial rain in the national Capital. He requested to convene an urgent meeting with experts in IIT Kanpur and the Central government agencies. He also lashed out at the Central government accusing its environment minister of “sleeping over repeated request by the Delhi government to call emergency meet” over alarming pollution scenario in Delhi. He said GRAP measures should to be implemented across the entire north India, while alleging that the rules are being violated in BJP-led states. “If the Central govt cannot act, their minister should resign,” Rai added.
Earlier this week, the Supreme Court directed that curbs under Stage 4 of the Graded Response Action Plan (GRAP) to deal with the situation will remain in force until further orders. Directing all NCR governments to strictly implement Stage 4 of GRAP, the court said, “All states will immediately constitute teams for monitoring implementation of actions which are required to be taken under Stage 4.” The court also asked states in the NCR area to take an immediate call on stopping all physical classes in schools.

I remember writing about “a green blueprint” (‘COP & the new abnormal’, IE, December 8, 2023) around this time last year, when COP28 was underway in Dubai, pointing out that any strategy to combat air pollution must not only address immediate concerns but also have a long-term, sustainable approach based on science. Resource frameworks for such an approach must look at “airsheds”, not political or regional boundaries. As COP29 enters its second week in Baku, and global health experts are urging countries to move away from fossil fuel dependence, several northern India cities are experiencing record-breaking “severe-plus” air quality.
Worsening air quality in winter is not a new phenomenon. This year, as October and the first week of November passed without extreme pollution, many, including the authorities, rejoiced. Then, the second week of November hit hard. Toxic particulate matter engulfed most of northern India. New Delhi is covered in thick smog. The most toxic PM2.5 crossed more than 500ug/m3 and visibility fell sharply. To understand the severity, an AQI of 400 (severe) is equal to only 250ug/m3. Given that the official stubble-burning numbers, mainly driven by NASA’s satellite monitoring data, dropped significantly this season (more than 70-80 per cent), this surprised even experts. As the national capital’s air quality continued to be in the ‘severe plus’ category for the third consecutive day, Delhi Environment Minister Gopal Rai wrote a letter on Tuesday (November 19) to the Centre seeking clearance for allowing artificial rain in the region. The Supreme Court questioned the Delhi government on Monday (November 18) over the “delay” in implementing stage IV of the Graded Response Action Plan (GRAP).
With smog and high levels of air pollution in Delhi-NCR on Sunday, the Commission for Air Quality Management (CAQM) issued directions for implementing stage IV from Monday morning onwards. However, the court said the CAQM subcommittee tasked with operationalising the GRAP was supposed “to take preemptive steps” before pollution levels approach the specific threshold.

BJP leaders on Tuesday staged protests against the AAP government and distributed face masks in different areas of the city as Delhi continues to grapple with severe air pollution.
During a protest by the party's Yuva Morcha at Anand Vihar, Delhi BJP President Virendra Sachdeva criticised Aam Aadmi Party (AAP) supremo Arvind Kejriwal and Chief Minister Atishi, accusing the government of inaction in addressing the pollution crisis.
“The people of Delhi are struggling for their breath, while Kejriwal and Atishi are defending the AAP government in Punjab, where crop stubble burning is choking the national capital. The condition of damaged roads and dust pollution has worsened the situation further,” Sachdeva claimed. PTI

Delhi's Metro train network has expanded 1.5 times faster under the AAP government over the past decade, Chief Minister Atishi announced on Sunday. She mentioned that construction on the Lajpat Nagar-Saket and Indraprastha-Inder Lok lines will commence soon.
During her visit to the Mukundpur Metro depot, where the first Phase IV trains were displayed, Atishi said these advanced driverless trains are among the world's most sophisticated and will be operational in the next three to four months.
Daily ridership has surged from 24 lakh in 2014 to 60 lakh this year, with a record 78 lakh commuters on Monday, she said. “Under Arvind Kejriwal’s leadership, Metro expansion has accelerated significantly since 2014,” she added. PTI
More than 1,100 youngsters in Delhi participated in a run on Sunday to spread awareness about expanding green cover in the city along with climate related issues.
The run was organised on Sunday by the Green Heartfulness Institute in three categories -- distances of 10 km, 5 km and 3 km -- starting from the India Habitat Centre.
Students form the Sahaj International School, Children Academy, IMS and Satyam Fashion Institute took part in it, a statement by the organiser said.

POINTING TO a delay in implementing strict measures despite the worsening air quality in Delhi and the National Capital Region (NCR), the Supreme Court Monday directed that curbs under Stage 4 of the Graded Response Action Plan (GRAP) to deal with the situation will remain in force until further orders.
“We make it clear that until further orders are passed by this court, implementation of Stage 4 will continue even if AQI level drops below 450,” a bench of Justices A S Oka and A G Masih ordered.
Directing all NCR governments to strictly implement Stage 4 of GRAP, the court said, “All states will immediately constitute teams for monitoring implementation of actions which are required to be taken under Stage 4.”

Delhi Environment Minister Gopal Rai Tuesday urged the Centre to convene an emergency meeting to tackle the issue of rising air pollution, and said it is the moral responsibility of Prime Minister Narendra Modi to intervene in the matter, news agency PTI reported.
Addressing a press conference, Rai said the Centre has not acted on the Delhi government's repeated requests to allow artificial rain in the national capital and he will again write to Union Environment Minister Bhupender Yadav. Despite the repeated requests of the Delhi government, the Union minister has been unresponsive, Rai alleged.
"We are consulting specialists to explore measures to reduce the smog. One of the solutions under consideration is artificial rain, which can help settle pollutants and clear the air," Rai said.
"The Delhi government is prepared to work alongside the central government, but the Centre must take the lead by convening a meeting involving experts from IIT Kanpur who have conducted extensive research on artificial rain. This requires permission and collaboration from various central departments," he said.
Rai said the GRAP should be implemented across north India and accused BJP-led states of violating the rules.
"GRAP-IV will remain in force if pollution persists, we will not give any relaxation, the minister said. (PTI)

Jamia Millia Islamia, Delhi Tuesday moved classes to online mode until Saturday.
The school section of Jamia Millia Islamia also issued a notification stating that classes upto Grade V will be moved to online mode until further notice.

In light of the deteriorating Air Quality Index (AQI) in Delhi and the National Capital Region (NCR), which has reached alarmingly high levels, Dr. B.R. Ambedkar University Delhi (AUD) Tuesday decided to shift all classes to online mode to ensure the safety and well-being of its students and faculty.
Effective from 19th November 2024 and until further notice, all academic activities, including lectures and tutorials will be conducted online.
Chief Justice Sanjiv Khanna Tuesday said that all judges have been asked to allow virtual hearings wherever possible in view of the severe pollution levels in Delhi and the National Capital Region (NCR), news agency PTI reported.
As soon as the bench comprising the CJI and Justice Sanjay Kumar assembled, lawyers, including Supreme Court Bar Association (SCBA) president Kapil Sibal, referred to the worsening pollution in Delhi and NCR and sought immediate measures to deal with it.
“We have told all the judges to allow virtual hearings wherever possible,” the CJI said.
“Pollution is getting out of control,” Sibal said.
He was supported by various lawyers that also included Solicitor General Tushar Mehta and Gopal Sankaranarayanan “It needs to go down. The message should go to other courts,” Sibal added.
The solicitor general said the top court, as a matter of principle, should go virtual.
“We have given the message to accommodate everybody. Moreover, online is anyway available," the CJI said. (PTI)
The average air quality index (AQI) in Delhi early Tuesday was recorded to be 492 (as of 7 am).
The AQI in Alipur, Anand Vihar, Bawana, Narela, Pusa and Sonia Vihar, meanwhile, touched 500, which is the maximum index (as per the Central Pollution Control Board). Among the 38 air quality monitoring stations, 21 of them observed an AQI of 490 or above.
The India Meteorological Department (IMD) issued a yellow alert for moderate-to-dense fog conditions in Delhi and the National Capital Region (NCR). The visibility over the Indira Gandhi International (IGI) Airport was 600 metres as of 7 am.
As many as 15 flights were diverted from landing at Indira Gandhi International (IGI) Airport in Delhi Monday owing to low visibility conditions as temperatures dipped and smog thickened over the Capital. Air India, IndiGo and SpiceJet were among the flights affected.
While 13 flights were diverted to Jaipur, one each was diverted to Dehradun and Lucknow.
Sources at Delhi International Airport Limited (DIAL) confirmed that the flights had to be diverted due to a lack of experienced captains trained in CAT-III operation to land aircraft in poor visibility conditions. CAT-III is a highly precise way for airplanes to land even in poor visibility, allowing them to descend to just 100 feet above the runway with clear guidance, and the runway needs to be visible within 200 metres.
IGI Airport experienced dense fog, with visibility that dropped to 100-150 metres around 11 pm Sunday remaining the same until 11 am Monday. Safdarjung Airport had a visibility of 150 m during the same time-frame.
The Directorate of Education in Delhi has announced that all physical classes, including those for Grades 10 and 12, will be suspended and moved to online classes starting tomorrow due to severe air quality and high AQI levels. This decision applies to all government, government-aided, and recognized private schools until further notice.
Additionally, the Deputy Commissioner of Gurgaon has ordered the suspension of offline classes for up to grade 12 until November 23.
Delhi University has announced that all classes for colleges and departments will transition to online format due to the deteriorating Air Quality Index. This online instruction will continue until Saturday (November 23).
Delhi Chief Minister Atishi on Monday raised alarm over the severe air pollution engulfing a large swathe of north India, describing the situation as a medical emergency caused by rampant stubble burning in several "BJP-ruled" states.
But the BJP-led central government, instead of addressing the crisis, is focussed on political blame games, she told a press conference here.
"North India is choking because of the Modi government's inaction. Stubble burning incidents have escalated in BJP-ruled states like Haryana, Rajasthan, Uttar Pradesh, and Madhya Pradesh, while AAP-governed Punjab has registered a decline," Atishi said.
NDMC has announced a series of new measures aimed at improving air quality across Lutyens Delhi as AQI breaches the "severe plus" category. New Delhi Municipal Council Vice Chairperson Kuljeet Singh Chahal on Monday unveiled a detailed action plan focusing on advanced monitoring, stricter enforcement of pollution control regulations, and increased public awareness initiatives, an official statement said. The average air quality index (AQI) in Delhi was reported to be inching close to ‘Severe plus’ levels even as the highest anti-pollution curbs under the Graded Response Action Plan (GRAP) Stage 4 kicked in Monday morning to combat the rising pollution. At 6 pm, as per the Central Pollution Control Board (CPCB) data, the AQI was 494. According to experts, this is among the most polluted episodes observed in November in recent years. The average pollution levels on Sunday were the worst for October to November since 2022.
The data from CPCB showed that the hourly average PM2.5 and PM10 levels have been on a sharp increase since Sunday noon. The average PM2.5 level was 354 micrograms per cubic metre, which is more than 20 times the standard prescribed by the World Health Organization (WHO). The PM10 levels were also above the threshold by around 12 times the WHO standards. These are the highest pollution levels so far this season. The 24-hour average should be limited to 15 micrograms per cubic metre for PM2.5 and 45 micrograms per cubic metre for PM10 as per WHO.
With Delhi's air quality breaching the 'severe plus' category and hitting the season's worst levels on Monday, doctors have raised concerns about its health risks, cautioning that the toxic air can harm not just vulnerable groups but also healthy individuals.
Doctors advised residents to limit outdoor activities, stay hydrated and use air purifiers with HEPA filters to reduce indoor particulate matter. They said that pilots were not trained to land in low visibility conditions.

Delhi Environment Minister Gopal Rai on Monday directed sharp criticism towards the BJP-led central government for its lack of action in addressing the ongoing air pollution crisis in the national capital.
Addressing a press conference here, Rai said the Delhi government has directed the health department to form a special task force at LNJP Hospital to handle medical emergencies related to the pollution.
The government will also take all necessary measures and steps to control pollution in Delhi, he said in response to the question about odd-even. "I have directed health department to form special task force at LNJP Hospital to address medical emergency," Rai said.
Highlighting the alarming deterioration in Delhi's air quality, a body representing the Central Secretariat Service (CSS) officers on Monday demanded work-from-home, staggered working hours and air purifiers in all office buildings to mitigate the health impact of the severe pollution levels. In a letter to the Secretary of the Department of Personnel and Training (DoPT), the association said that poor air quality has also had a noticeable effect on workplace productivity with employees experiencing symptoms such as respiratory issues, eye irritation, fatigue and general discomfort. "It has become imperative to take urgent measures to ensure the well-being of all, particularly those engaged in government services," said the letter by the CSS Forum. -PTI
The Supreme Court has ordered the Commission for Air Quality Management (CAQM) to take stringent action under stages 3 and 4 to combat pollution, emphasising that no discretion should be left to state authorities. Notably, the court highlighted discrepancies in satellite data regarding farm fires, urging compliance reports by Friday. The SC reiterated the constitutional obligation to ensure citizens live in a pollution-free environment, mandating all necessary steps be taken by the government to normalise the situation. The court will review compliance with its orders during the upcoming hearing.

The Supreme Court has taken up the plea on measures to prevent Delhi air pollution. Senior Advocate Gopal Sankarnarayanan was quoted as saying by Bar and Bench, "Now the AQI inside the courtroom is 994. GRAP IV has certain measures where many of this is left to the doctor discretion of state governments and the example is like school and which class can be closed or not. This cannot be left to the state to decide whether schools or classes can be closed or not."

During a press conference, Delhi Chief Minister Atishi said, “Ninety per cent of farm fires have reduced in Punjab. Whereas, UP has seen a 60 per cent increase. Farm fires have increased in Haryana. Why is the Centre not taking action against these states and implementing concrete steps? People are unable to breathe... I am getting calls from people complaining about breathing and respiratory issues. But for the BJP it has only become a blame game."
While Kailash Gahlot has joined the BJP, AAP picked MLA Raghuvinder Shokeen to replace him as the new minister in the Delhi cabinet.
A day after resigning from the prime membership of AAP, former Transport Minister Kailash Gahlot has joined the BJP today in the presence of senior party leaders. Gahlot held important portfolios such as Transport, WCD, Home, Administrative Reforms and IT and his resignation from the AAP comes ahead of the Assembly polls. Sources said he is likely to contest the polls from Najafgarh, his current seat.
Former Congress MLA from Matiala, Somesh Shokeen has joined the AAP. “Looking at the motivation with which Arvind Kejriwal ji has worked with for the Delhi villages, I have joined the AAP today, now we will work together to uplift the village areas, I would like to thank him for giving me this opportunity,” Shokeen said.
A day after resigning from the AAP, former Transport Minister Kailash Gahlot will join the BJP today in the presence of senior BJP leaders.
Meanwhile, Delhi Chief Minister said north India is facing a medical emergency due to hazardous air quality caused by stubble burning. During a press conference on Monday, Atishi said the the BJP-led central government has been doing politics over the issue of pollution but has taken no step to check stubble burning in states like Haryana, Rajasthan, Uttar Pradesh and Madhya Pradesh -- all ruled by the saffron party.
Atishi said due to Delhi's worsening air quality, the elderly are being hospitalised and children need inhalers and steroids to breathe. Further Atishi said, the air quality in AAP ruled Punjab the cases of stubble burning have reduced significantly. However, it has gone up in BJP ruled states.

After pollution in Delhi worsened with AQI being recorded in "severe" category, the Supreme Court agreed to urgently list the plea seeking enforcement of measures to curb pollution in the Capital.
