It will further identify gaps in coverage and delivery, and suggest recommendations to improve targeting and implementation of the pension scheme.With the goal to measure the benefits of its Senior Citizen Pension Scheme and remove ineligible beneficiaries, the Delhi Government’s Planning department has issued a Request for Proposal (RFP) to carry out an evaluation study of the scheme, with bids to be submitted by December 17.
The scheme provides monthly financial assistance to elderly Delhi residents: Rs. 2,000 for those aged 60-69 and Rs. 2,500 for those above 70, along with an additional Rs. 500 for SC/ST/minority applicants. In order to be eligible for the scheme, one needs to reside in Delhi for at least five years, and should possess an Aadhaar-linked bank account. An income ceiling is another eligibility criteria.
The RFP states that the study will measure both direct benefits, including financial support, reduced income insecurity, and adequacy of pension for basic needs; and indirect benefits which include improved dignity, reduced neglect, better access to food and medicines, and stronger social inclusion .
Further, the government has directed the selected agency to propose ways to exclude ineligible beneficiaries, especially those whose annual family income exceeds Rs 1 lakh. The study will also examine whether the present eligibility conditions and documentation requirements are inclusive and accessible for the most vulnerable senior citizens. It will further identify gaps in coverage and delivery, and suggest recommendations to improve targeting and implementation of the pension scheme.
