Delhi’s budget outlay on priority sector schemes for the year 2023-24 stood at Rs 43,700 crore — a rise of merely Rs 100 crore from the one in 2023, showed data from the Delhi Economic Survey, presented on Friday.
However, compared to the 2022-23 revised outlay of 38,700 crore, the share for 2023-24 recorded an increase of over 11.4%. While the revised outlay in 2023 was 38,700 crore, merely Rs 32,647 crore were spent — a shortfall of over Rs 6,000 crore (15%). Compared to the budget outlay, the shortfall in the actual expenditure was around 11,000 crores, i.e., almost 25%.
Still, comparing last year’s actual expenditure to the budget expenditure of this year, there is an increase of 25%. With over a fifth of the priority sector budget, transport got over a whopping Rs 9,000 crore. Education was second with an outlay of over Rs 7,500 crore, followed by housing and urban development with an outlay of over Rs 6,360 crore. Medical and public health got over a 10th of the budget, at Rs 4,830 crore, and water supply and sanitation had an outlay of 5,442 crore. Another important sector was energy, which received over Rs 3,340 crore.
General education’s 2022-23 budget outlay was Rs 5,830 crore — Rs 80 crore more than the 2023-24 outlay of Rs 5,748 crore. However, compared to the revised outlay last year, general education got Rs 240 crore extra this year. Further, compared to actual expenditure, the rise in budget outlay for 2023-24 was Rs 1,000 crore.
Medical and public health – budget estimates (BE) to BE — saw a reduction of around Rs 800 crore. Even RE 2022-23 to 2023-24, the sector saw a decline of Rs 46 crore. Compared to the actual expenditure last year, the 2023-24 budget outlay was Rs 630 crore higher.
BE for water supply and sanitation last year was Rs 6,710 crore — around Rs 1,300 crore higher than this year’s budget outlay. However, merely Rs 3,674.3 crore was actually spent. Energy had a slight increase of Rs 9 crore in its budget outlay this year, as compared to last year’s Rs3,336 crore. Actual expenditure last year was Rs 3,182 crore, which was only slightly lesser than the budget and revised outlay. Finally, transportation in 2023 had a revised outlay of Rs 9,807 crore — around Rs 800 crore over the budget outlay this year. However, merely Rs 7,747 crore was spent.
