Chief Minister Arvind Kejriwal will launch the one-time amnesty scheme for power consumers on Sunday, which will offer a “settlement” to lower and middle income groups aggrieved by inflated power bills, tampered meters, unauthorised use of power and those with disconnected power supply.

The month-long scheme — that will take off on Sunday at a function at West Vinod Nagar — offers waivers on late surcharge and will reduce outstanding amounts for those facing complaints or disputes over power consumption.

Deputy chief minister Manish Sisodia and power minister Satyendar Jain will also be present at the programme scheduled to be held at 11 am.

“The scheme would also lead to minimising power theft and reducing aggregate technical and commercial (AT&C) losses in Delhi by giving the consumers an opportunity to settle their cases and join the mainstream. Such a scheme would also lead to an amicable out-of-court settlement of a large number of cases pending before courts,” said a government official.

The scheme will offer relief in various cases of power-supply related disputes. Under this, residents of JJ colonies will have to pay Rs 250 per month for the period they have not paid their power dues. The late-payment surcharge has been waived. They can pay their dues in installment over six months.

For settlement of direct theft bills and meter tampering bills, the scheme will give relief to small and medium consumers of domestic category with load up to 11 KW booked for direct theft. Full late payment surcharge and two-thirds of the balance outstanding amount of the bill will be waived, if the consumers pay the total amount in one go. Government officials said in cases of disputes resolved under the scheme, all criminal and civil proceedings related to these cases, if any, will be withdrawn.
