The redevelopment plan of the inter-state bus terminal (ISBT) at Sarai Kale Khan has hit a roadblock after the Delhi Urban Art Commission rejected the designs submitted by DIMTS. The arts body has objected to the lack of a proper drainage plan for the ISBT,saying it could lead to flooding during rains.
This area is low-lying,unless there is a effective drainage plan,during rains the buses will be half submerged in water. They cannot simply raise the area to avoid this,as it will lead to flooding in other areas, said DUAC chairman K T Ravindran. The commission has told the DIMTS that proper retaining walls need to be constructed to save the site from flooding.
The DUAC has also raised objections over the concretisation of Yamuna riverbed. One of the retaining walls for an underpass planned as part of the project is coming up right on the Yamuna floodplain. No further concretisation of the Yamuna floodplain is advisable, Ravindran added.
The bus terminal is being developed at a cost of Rs 190 crore and the work is targeted for completion by 2012. An area of 10 hectares,running along the Outer Ring Road,has been marked for the terminal.
The DUAC has noted 12 objections against the DIMTS plan. A stormwater management plan and a detailed flood management plan need to be prepared and submitted, the DUAC has said.
The body has also asked for a detailed transport plan to connect the Nizammuddin railway station,other than raising doubts about the circulation plan of buses. The circulation of inter-state as well as local buses within the ISBT area need substantial improvement, the commission said.
The DIMTS,according to an engineer,is now working on all the observations made by the DUAC and will be reverting to it with a detailed plan.
