No Amazon, Flipkart, food deliveries in New Delhi district during G20: Police

The Delhi Police Monday said no delivery services and commercial work, except medical services, will be allowed in the New Delhi district during the G20 Summit. The restrictions are part of heightened security arrangements for the mega event that will see 40 heads of state and other dignitaries arriving in the capital.

Police said the restrictions will be in force from September 8-10. Surender Singh Yadav, Special Commissioner of Police (Traffic), said, “All essential services won’t be affected. We will allow medical services which include movement of ambulances, pathology lab services, sample collection, etc. Even postal services are allowed.”

However, all cloud kitchens, commercial establishments, markets, food delivery, and commercial delivery services will be shut for three days in the New Delhi district.

“We can’t allow cloud kitchen and food delivery services. Internet delivery companies such as Amazon and Flipkart will also not be allowed to operate in the controlled zone. Delivery executives can take medicines and essential items,” he added.

Police said residents of the New Delhi district and government officers will be allowed in the area. Special passes have been issued by police and other agencies.
“All cabs and TSRs with passengers coming from hotels, airports, and railway stations will be allowed. This is subject to security restrictions at that time. There could be a small delay in case there is some VVIP movement on the same route. Also, passengers must have valid hotel booking documents and travel documents to confirm their journey,” said Yadav.
All ambulances and other emergency services will ply on all routes. Police said ambulances will be provided with separate corridors and the services will remain unaffected.

IGI Airport and Aerocity restrictions

The Delhi Police at IGI Airport has directed people to restrict all meetings and demonstrations for at least two months. “Reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/ demonstrations, etc. in the area are likely to cause obstruction to traffic, danger to human safety and aircraft in and around IGI Airport, Terminal 1, 2 and 3 including Aerocity,” reads an order issued by Airport police.

Police said they are now imposing Section 144 CrPC in and around the airport area to improve security. “It is necessary to take speedy measures… to prevent danger to human life or safety of aircraft and disturbance of public tranquility in and around IGI Airport,” reads the order.

Police said they are now prohibiting assembly of five or more persons in the area, and use of firearms, banners, placards, swords, sticks, brickbats, etc.

The restrictions were imposed last Monday and will be applicable for 60 days, said police.

Sources said the Ministry of Civil Aviation also suggested a complete ban on use of lantern kites/wish kites and hot air balloons within 2 km of the IGI Airport since they pose a threat to safety of aircraft operations and cause danger to safety and security of passengers/ crew.

Police said in their order, “It has been found that commercial and residential localities near IGI Airport… (take) a lot of chances of use of lantern kites….which is a danger to aircraft.”
Meanwhile, police also issued another order for BPOs (Business Process Outsourcing centers) and other corporates, airlines, and hotels in the area.

Police said staffers, especially women from across Delhi-NCR, take late-night cabs for pick-up and drop services but employers have not been able to “properly monitor these cab operators and their drivers”.

“It has come to notice that certain criminal and anti-social elements look for soft targets, particularly during odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements if they are not dropped securely and safely at their places of stay… It is rendered imperative to put some regulatory checks on organisations having such service of picking and dropping their employees…” reads the order.

Police said they have issued a temporary directive for all BPOs and companies to maintain a database of all employees, cab operators, security personnel, etc.
The companies have been asked to verify antecedents of all employees, including contractual staff.
Police also asked offices to compulsorily install GPS systems in all commercial vehicles plying near the airport.
