In a move that is expected to affect about one lakh government employees, the Delhi government on Tuesday directed all its departments that the services of no government employee on contract be terminated until the government completes a review of the existing policy on the status of contractual staff.

In a letter to all secretaries, heads of departments in the government and heads of local bodies, autonomous bodies, corporations, boards and institutions under the Delhi government, special secretary (services) Ashutosh Kumar wrote, “Services of contractual employees engaged by the departments should not be terminated till further instructions in the matter. If any terminations are likely to take place, the same should be stopped until further orders.”

A labour department official said the move will cover the contractual employees of the government as well as municipal corporations. Working under various departments, the contractual employees include doctors, nurses, sanitation workers and teachers.

The 70-point action plan of the Aam Aadmi Party, that the newly-elected government under chief minister Arvind Kejriwal is working on implementing, included the regularisation of contractual posts in the government. Listed at number 47 in the party’s action plan, the poll promise stated, “AAP will fill 55,000 vacancies in the Delhi government and autonomous bodies of the Delhi government on an immediate basis. Four thousand doctors and 15,000 nurses and paramedics will be made permanent.”

A government spokesperson said the move was aimed at not hiring any employees on contract in the future. “That is the plan for the future but as of now the services of contractual employees will not be terminated,” he said.
