While the UT Administration has numerous mandatory policies for a private developer,who wants to launch a residential project and accept booking amounts,the same does not seem to apply for its own undertaking Chandigarh Housing Board.
CHB got the Sector-63 housing scheme launched (auction and draw) almost a year ago,though it did not have the required clearance for the building plan. It was only last week that the building plan was approved.
Also,the project came under dispute as the Punjab government claimed the land was within the boundaries of the Mohali district.
The CHB is still waiting for a formal approval for the housing scheme. The draw for the scheme was conducted in July last year after an auction of some units.
The only two residential projects in the city by private developers Uppals Marble Arch and Parsvnath Prideasia were launched after mandatory approvals by the Administration.
Developed on a 5.39 acre plot in Manimajra,Uppals Marble Arch was launched in 2007. It took almost a year for the company to receive the approvals. The project was launched on March 17,2007 after receiving the approvals,for which we applied in 2006, said project manager project Manoj Gupta.
The other project,Prideasia,has been stalled due to disputes with the Administration.
The layout plan was rejected earlier by the Administration on the grounds of inadequate parking space. The plan got the green signal only last week. Now,other approvals,including the environmental clearance,are pending. The private developers,meanwhile,need to get clearances for land possession,site plan,building plan,environment or pollution certificate,safety certificate among others before starting any project. The tendering process for the construction will start only after approvals. It is difficult to give an estimate at this stage, said CHB Chief Engineer G S Rosha.
Prideasia stalled
Parsvnaths Prideasia project in Chandigarh IT Park has run into rough waters and has bleak chances of getting completed it has been stalled for now. The developer has claimed that the Administration failed to hand over the total land as per the agreement.
