Not only have multi-storey schools with the ambience of corporate offices come up in otherwise quiet residential areas, but schools are being run from run-down market places as well. This has been objected to by residents, with citizens associations in the city having raised a clamour that such schools are not only a nuisance in the residential areas, but that schools in market places have come up without scant regard for fire safety and disaster management norms.
The schools are even being run from residential as well as commercial spaces like shop-cum-offices (SCOs) and shop-cum-flats (SCFs). At Sector 12 in the city,a swanky British School is being run in what residents say is a gross violation of the Master Plan. A resident,R D Vashisht, said that the school is also causing a nuisance in the area and that the blaring horns of the school buses are a major disturbance for them.
However, director of the British School,Sanjay Sethi, said,We have taken the necessary permission from the government to run the school. However,Sector 12 resident Dr K K Sharma, said,The land area reserved for a school in the 1977 master plan was lesser than what has been given to the school.
Schools and educational institutions have also come up in the busy markets. Schools like Butterfly Nursery School are being run from the Sector 10 market and the management has not got any permission from the education department to run it. However, the owner of the school,Viveck Meni, said that he is only running a preparatory school and not a nursery school. We dont need to take permission from the government as there is no such policy which specifies that a preparatory school has to be registered with the Education Department, he said.
Government officials however said that they are preparing the list of schools which are functioning illegally without necessary permissions, adding that as and when the cases come to their notice we will take action. Estate Officer of Housing and Urban Development Authority (HUDA),Ashwani Sharma, said,Action is being taken from time to time and those cases that come to our notice are being dealt with strongly. Fire Safety Officer,R P Dhull, also stressed that the government takes action in case of violations of fire safety rules.
District Education Officer,Nalini Mimani, said. We have issued instructions to the block education officers (BEOs) to prepare the list of schools which are functioning illegally by March 15.
