School to pay up for delay in issuing certificates

The District Consumer Disputes Redressal Forum has directed Moti Ram School in Sector 27,to pay Rs 15,000 as compensation for delay in issuing a school leaving certificate to a resident of the sector.

The complainant,Anurag,stated that his three children were enrolled in J B Model Public School in Sector 27,which is a branch of Moti Ram School. As there was no space for parking vehicles outside the school,the complainant used to go inside the campus to drop and receive his children. In October 2007,the principal objected to the practice,asking Anurag to drop the children outside the school gate or remove them from the school. On completion of the session,the complainant requested the school authorities for a refund of the security deposit and to issue school leaving certificates of the children. Anurag submitted separate applications for each child,upon which he was asked to come after four days.

On April 3,the complainant claims the school authorities requested him not to transfer the children. Anurag declined the offer saying he had already admitted them in St Solder Divine Public School. Then,the school demanded Rs 11,100 as fee for issuing the school leaving certificates,owing to which Anurag finally moved the consumer forum.

Replying to the allegations,the school authorities pleaded that the complainant removed his children from the institution voluntarily. The school also denied receiving a request from the complainant for issuance of school leaving certificates and refund of security.

The forum stated that the school wanted to claim fees from the complainant without rendering any service to him. The complainant had already secured admission of his children in another school for the next session. This school did not deliver any services to the children and,therefore,they are not entitled to any fee or fund for the next session, ruled the forum.
