Sixty-six Punjab panchayats have urged Delhi CM Rekha Gupta to grant parole to Jagtar Singh Hawara so he can meet his ailing mother.Sixty-six panchayats in Punjab recently passed resolutions requesting parole for Sikh militant Jagtar Singh Hawara, who has been convicted of the 1995 assassination of former Punjab chief minister Beant Singh.
The panchayats appealed to Delhi Chief Minister Rekha Gupta that Hawara be given parole on humanitarian grounds to meet his ailing octogenarian mother.
Hawara’s lawyer, Jaspal Singh Manjhpur, said that an email containing the 66 resolutions has been sent to CM Gupta’s office. The convicted militant is currently lodged in Delhi’s Mandoli Central Jail, where he is serving a life sentence.
“Forty villages attached to Khamano police station of Fatehgarh Sahib, 15 villages of district Ludhiana, and 11 in proximity to the village Hawara of Jagtar Singh Hawara have passed the resolution,” said Manjhpur.
All the resolutions read, “It is certified that Jagtar Singh @ Hawara S/O Late S. Sher Singh is the permanent residence of Village & Post Office Hawara Kalan, Police Station Khamano, Distt. Fatehgarh Sahib and presently confined in Central Jail No.15, Mandoli, New Delhi as life convict. If Jagtar Singh comes on Parole at Village Hawara Kalan then there is no objection to Panchayat and villagers.
“We all undersigned strongly recommend the Parole to Jagtar Singh @ Hawara S/O Late S. Sher Singh and also take responsibility that Jagtar Singh will keep peace and law & order during the parole time.”
Last month, Hawara’s mother, Narinder Kaur, 81, had written to CM Gupta, requesting that parole be granted regularly to her son. The chief minister’s office forwarded her plea to Home Minister Ashish Sood. A separate plea was also submitted to National Commission for Minorities Chairperson Iqbal Singh Lalpura.
Kaur argued that several co-accused in the Beant Singh case had already been granted parole and insisted that Hawara was equally entitled to the same relief. She highlighted her deteriorating health and emotional distress from prolonged separation for over 27 years since his imprisonment.
Akal Takht officiating jathedar Giani Kuldip Singh Gargaj also publicly backed Kaur’s appeal, urging the government to allow Hawara to visit his ailing mother.
Hawara, convicted in seven cases and acquitted in 22, applied for regular parole on June 11. The matter is currently pending before the Delhi Home Department.
