Punjab and Haryana High Court designates 76 new senior advocates

Designation comes with condition to handle 10 pro bono cases annually

The Punjab and Haryana High Court has designated 76 advocates as senior advocates, effective from October 16, 2025, under Section 16(2) of the Advocates Act, 1961. The notification, issued on October 20, marks the first such designations since 2021 and follows a rigorous selection process that saw 210 applications submitted in 2024.

The process had been delayed due to pending litigation on senior advocate designations before the Supreme Court, but a committee eventually cleared 64 candidates following interactions, with the full court approving an additional 12. The move takes the total number of senior advocates at the high court to over 300.

Among the newly designated senior advocates are prominent legal figures such as Navdeep Singh, a leading expert in military law and a former Territorial Army officer; Sartej Singh Narula, the current president of the Punjab and Haryana High Court Bar Association and Anil Malhotra, known for his work in family law and international child custody cases;

Other notable names include Vikas Chatrath, recognised for his work in service law and his legal education channel ‘Beyond Law CLC’; Lokesh Sinhal, senior additional advocate general for Haryana; and Divya Sharma, a member of the central government’s senior panel since 2023.

At least five women advocates have been elevated — Puneet Kaur Sekhon, Monica Chhibber, Puja Sharma (Puja Chopra), Divya Sharma, and Promila Nain — marking a step towards greater gender representation in the senior bar.

The designations come with a key stipulation from the Chief Justice and judges: each senior advocate must conduct at least ten free legal aid cases annually on a pro bono basis.
