PU: Now parties mull no-confidence motion against Chandan Rana

The issue regarding the election of National Student Union of India (NSUI) candidate,Chandan Rana,as the president of the Students’ Council appears to be far from over,even as the hunger-strike called by 10 student organisations protesting against his election ended on September 10.

The rival parties are now contemplating to pass a no-confidence motion,on the basis of a provision laid down by the university.

As per the rules specified in the university calendar,Rana’s election as president of PU Students’ Council might run into trouble if two-third majority of the students’ council,which consists of 114 members,passes a no-confidence motion against him in the council meeting.

It is significant to note that the 114 members include four office-bearers- the president,vice-president,general secretary and the joint secretary,besides 110 Department Representatives (DRs).

While,the NSUI-HIMSU alliance holds two important positions of president and joint secretary along with 40 DRs,the ten rival student organisations have around 70 DRs with two office bearers including the vice-president and general secretary.

Responding to the issue,a senior NSUI member,Brinder Dhillion said,“A no-confidence motion is passed when a member falls short in some respect,failing to carry out obligations,or making choices that other members feel are detrimental. The rival student organisations do not even have a remote idea on what basis they will pass this against Chandan,who has just assumed the charge and has not started work.”

He added,“They have not been able to accept their defeat till date.”

Elaborating on the issue,Dean Student Welfare (DSW),Professor Navdeep Goyal said,“One-third majority of the council members can submit an application for the no-confidence motion against any of the council members to the DSW,who then issues a 15 days notice in this regard. A meeting of the Students’ Council is called after 15 days,wherein a non-confidence motion,successfully passed by two-third majority of the council members against any of the council members,can lead to removal of the said member.”

Amaninder,a senior member of Student Organization of Panjab University (SOPU) said,“We will continue to fight till our demands are met,and as per the rules of the university,a no-confidence motion can be passed and we will definitely do it. Moreover,we stand a good chance of removing the president,since we have a slight majority.”

It is significant to note that no such no-confidence motion has ever been passed against any of the council members in the history of the Students’ Council elections. With the election process of the council members now complete,it remains to be seen if the Students’ Council will continue to function peacefully.
