Police solve I-T refund voucher case

Haryana Police Crime Branch has claimed to have the solved Income Tax refund voucher scam of Panchkula,which was unearthed in December last year.

The Haryana Police Crime Branch has claimed to have the solved Income Tax (I-T) refund voucher scam of Panchkula,which was unearthed in December last year. It produced Harbans Lal,resident of Shiv Colony of Pinjore,and Yaad Ram,resident of Cholewal village of Pinjore,before Additional Civil Judge Jaibir Singh today at District Courts complex. The quantum of fraud is about Rs 5.5 crore,claimed the police.

While praying for 12-day police remand,the police claimed that the main mastermind is Lal,who had worked as data entry operator in income tax department from 2004-2008. It added that Lal stole blank income tax refund vouchers,filled them with fake names and PAN numbers. Bank accounts were opened in different bank branches using fake driving licences and ration cards,and the refund vouchers were encashed.

Sources said that so far no recovery had been made from the accused and they had invested the gains from the fraud in property too,whose documents were to be recovered. The court granted a remand of five days of the accused to crime branch of Haryana police.

Earlier,the police had advertised the photographs of eight account holders in newspapers,who had allegedly been benefited from the refund vouchers. The photo of Yaad Ram,an accomplice of Lal,was also got published. He had bank accounts where money from refund vouchers were deposited.

Another main accused is Jaibir Gandhi,who had also worked as data entry operator in income tax department. He had worked closely with Lal,claimed the police.

“We have worked closely for an year on the case. The main accused,Harbans Lal,used to work as a data entry operator in income tax department in Sector 2. The jobs of data entry operators are on contract. He formed a gang after leaving the job. We are still investigating the case,” said ADGP Sharad Kumar.

The police also submitted in court that Lal arranged people whose accounts were opened in different branched in bank branches.

Income Tax dept fonts,point sizes were used

All the fraudulent refunds were computer generated,with the same fonts and point sizes as being used by the I-T-office through their designated software. But the refunds were carrying invalid PAN numbers which show that the fraudulent refunds were not generated through ITO’s software because the ITO software would have detected the fake PAN numbers immediately and the fraudulent transactions would not have taken place.
