The Punjab and Haryana High Court on Friday issued notices to the Punjab government and the Punjab Vigilance Bureau in a criminal petition filed by Harsharan Kaur and seven others from Patiala .
The petitioners have alleged that S S Boparai,who remained vice-chancellor of Punjabi University,Patiala,from 2002 to 2007,made more than 400 illegal appointments to various non-teaching posts during his tenure,without issuing advertisements,mostly on the basis of recommendations of VIPs and other persons close to him.
The petitioners had earlier filed a PIL,seeking directions to the university to review all the appointments; and a division bench vide judgment dated May 28 had issued the direction to the university to make fresh appointments to all those posts after inviting applications from all eligible persons by issuing an advertisement. However,the bench had observed that since a Vigilance inquiry had already been registered by the Punjab Vigilance Bureau,the petitioners may subsequently,if occasion arises,may resort to any other remedy available to them. The petitioners then filed an RTI application through their counsel H C Arora with the Vigilance Bureau for ascertaining the status of the inquiry,and were informed that further investigation would be done after hearing from the Punjab Government to whom the Vigilance Bureau had referred the matter.
Peeved at this,the petitioners filed a criminal petition. The petitioners alleged that as Boprai is now not holding the post of V-C,no approval from the Government was required for prosecuting him; and that the Vigilance Bureau was just giving it as an excuse to keep the enquiry in abeyance.
