Nine Bills passed in 15-day session: Himachal Speaker Pathania says 98% productivity

The ninth session of the 14th Himachal Pradesh Legislative Assembly concluded Tuesday recording 98 per cent productivity, Speaker Kuldeep Singh Pathania said.

Addressing media after the House was adjourned sine die, Pathania said the monsoon session, which began on August 18, covered 12 sittings and nearly 59 hours of business.

Pathania said termed session as complete success, noting that significant legislative and procedural business was transacted during the 15-day period. The session saw the passage of nine Bills, extensive discussions under various Assembly rules, and active participation from both treasury and opposition benches.

“During the session, the government responded to 690 questions, including 509 starred and 181 unstarred queries, ensuring greater accountability and transparency,” Pathania said.

He said that detailed deliberations were held under Rule 62 (12 subjects), Rule 63 (1 subject), Rule 101 (7 subjects), Rule 102 (1 subject), Rule 130 (6 subjects), and Rule 324 (12 subjects), covering key policy and governance issues. Additionally, two days—August 21 and 28—were reserved for private members’ business.

The Speaker informed that 47 committee reports were tabled during the session, while 43 topics were taken up during Zero Hour for meaningful discussions. A notable feature was the participation of 1,118 students from various government and private educational institutions, who witnessed the proceedings, reflecting youth interest in democratic processes.

Meanwhile, Pathania thanked Chief Minister Sukhvinder Singh Sukhu, Leader of Opposition Jai Ram Thakur, Parliamentary Affairs Minister Harshvardhan Chauhan, Deputy Speaker Vinay Kumar, and members of the chairpersons’ panel for their support in ensuring smooth conduct. He also acknowledged the Assembly Secretariat staff, state government officials, and employees who worked tirelessly to complete session-related tasks in a time-bound manner.

The Speaker also extended gratitude to the Himachal Pradesh Tourism Development Corporation (HPTDC) staff for providing timely and quality refreshments during the session and lauded the print and electronic media for their vital role in conveying the proceedings to the people.
