It has been more than a month since Legal Remembrance Sant Prakash gave his opinion on the recommendations of the inquiry officers,who had indicted 20 persons including doctors and medical staff of Government Multi-Specialty Hospital,Sector 16,holding them responsible for causing death due to negligence of an infant born to a Bihar resident Bulbul at the OPD registration counter of the hospital,but UT Adviser Pradip Mehra appears to have developed cold feet on the final call.
While the inquiry officials Dr. Raj Bahadur,Director,Principal,Government Medical College and Hospital,Sector 32 and Additional Deputy Commissioner Capt (retd.) PS Shergill indicted doctors and medical staff,holding them responsible for the death of an infant,who could have been saved if given proper medical attention; Mehra is still sitting over the inquiry report for nearly three weeks now.
All that UT Adviser who is supposed to take a final call on the action to be taken against the indicted doctors and medical staff,has done is held two meetings with the senior officials of Chandigarh Administration and the inquiry officers. The third such meeting is likely to be held tomorrow.
When asked,Mehra said,I am in Delhi and shall be coming back to Chandigarh tomorrow. I have yet not finalised the action to be taken against the doctors and the medical staff.
The issue dates back to July 21 when Bulbul,a native of Bihar gave birth to a baby girl at the OPD counter of GMSH,Sector 16,following which the newborn died. The inquiry committee had recommended stern action against the doctors and other staff members involved in the incident. As the enquiry had also recommended criminal proceedings to be initiated against the senior doctors as well as junior doctors who were students of Diplomate of National Board it was decided that opinion of the legal remembrance should be taken to ensure a fool proof case against the erring doctors.
The LR recommended that Dr Veena Sarna,Head of the Gynaecology Department and three other doctors as well as four medical staff members should be booked on charges of causing death due to negligence not amounting to culpable homicide.
While the Chandigarh Administration is yet to deliver justice to the poor family,who lost their newborn all thanks to the lackadaisical attitude of the doctors and medical staff at the hospital; harried Bulbul has filed a petition in the local court in Chandigarh seeking legal action against the doctors,medical staff of the hospital and even the senior officials of Chandigarh Administration.
