The Ministerial Staff Welfare association of UT Education department submitted a charter of pending demands to the Education Secretary, Sarvjeet Singh, on Tuesday, stating that the ministerial staff working in the sub-offices of the department is facing a lot of difficulties. The association wrote that a large number of posts of clerks are lying vacant for years and no action has been taken to to fill up these posts on a regular basis and due to this, the existing clerical staff posted in schools, colleges and other institutions are facing problems on account of excessive work load. Second, the post of administrative officer is also lying vacant since September 2013, and no promotion in the post of administrative officer out of the feeding cadre has been done by the department so far. In spite of requests being made to the department, no action has been taken to frame a proper transfer policy of ministerial staff and the employees. Some officials are still serving on one seat since 10-12 years against the policy which states that employees should be transferred after five years of service. Government of India has recently sanctioned eight posts for sub-office cadre (school/colleges) but no recruitment has been done till date. The association also stated that the reservation on promotion must be stopped, keeping in view the order of Central Administrative Tribunal (CAT) and instructions from Home department.
