The orders of forfeiture of two years of approved services for increment purpose, with permanent effect, had been imposed by a disciplinary authority on Head Constable Charanjeet Singh (50) in July 2015.
Seven police inspectors - Dalbir Singh, Ranjodh Singh, Poonam Dilawari, Neeraj Sarna, Jaspal Singh, Malkiat Singh and Dilsher Singh - stated in the application that they were serving as inspectors in the UT police and their promotion was due.
He mentioned before the tribunal that as per the IAS appointment rules of 2014 issued by the department of personnel and training, the government cannot transfer IAS officers before completion of their term.
The tribunal told the department to consider the case of the applicant for promotion keeping in view the directions of the Department of Personnel and Training, dated March 25, 1996, and complete the procedure within two months.
After hearing arguments presented by Thakur and state government counsel Sudip Seth on Monday, the bench of judicial member Navneet Kumar reserved its order and fixed September 2 as the next date of hearing.
