Chandigarh Mayor Harpreet Kaur Babla, along with a delegation of Municipal Corporation (MC) councillors, on Thursday met Punjab Governor and UT Administrator Gulab Chand Kataria, at Punjab Raj Bhawan on Wednesday, to submit a memorandum demanding the introduction of a Chandigarh-specific land pooling policy, inspired by successful models already implemented in Delhi and Haryana.
The delegation included councillors Satinder Singh Sidhu, Bimla Dubey, Gurcharanjit Singh, Jeet Singh Behlena, and Bal Krishan Rana.
During the meeting, the delegation highlighted the increasing urban pressure on Chandigarh and the developmental challenges faced by areas such as Sarangpur, Dhanas, Manimajra, Dadumajra, Maloya, and the peripheral villages. They pointed out the absence of a structured land acquisition mechanism has become a bottleneck for planned and inclusive urban growth.
The memorandum emphasised the need for a transparent and participative framework that protects landowners’ rights while enabling systematic urban development.
The Mayor and councillors called for public consultations with landowners, panchayats, and farmer groups to ensure that the proposed policy is inclusive and widely accepted. They also stressed the importance of incorporating clear provisions for rehabilitation, equitable redistribution of plots, and a time-bound roadmap for implementation.
Babla expressed confidence that the Administrator would give due consideration to this long-pending demand. She said that a fair and transparent land pooling policy would not only address current developmental challenges but also lay the foundation for sustainable and balanced growth across the city.
