IPS officer Y Puran Kumar’s suicide: SIT formed, wife says amend FIR to ‘reflect names of all accused’

The Chandigarh Police Friday constituted a six-member Special Investigation Team (SIT) to probe into an FIR registered after taking cognisance of a “final note” left behind by Haryana IPS officer Y Puran Kumar, who allegedly died by suicide Tuesday.

The SIT, led by IG Chandigarh Pushpendra Kumar has Chandigarh SSP Kanwardeep Kaur, SP City K M Priyanka, DSP Charanjit Singh Virk, SDPO (South) Gurjit Kaur, and Sector 11 police station (West) SHO Jaiveer Rana as members, as per an order issued by Chandigarh DGP Sagar Preet Hooda.

“In view of the gravity and sensitivity of allegations in the FIR (No. 156/2025)… a Special Investigation Team… is hereby constituted with immediate effect to conduct a prompt, impartial, and thorough investigation of the case under the supervision of IGP, UT, Chandigarh. The SIT shall investigate all aspects of FIR, including evidence collection, witness examination, take expert opinions, legal advice, etc in a time-bound manner and preparation of final report upon completion,” the order read, adding that the SIT may co-opt other officers or experts as required.

Kumar allegedly shot himself dead at his Sector 11 residence in Chandigarh Tuesday. Taking cognisance of a “final note” that he left behind, police registered an FIR Thursday under charges of abetment to suicide and Section 3(1)(r) of POA (Prevention of Atrocities) SC/ST Act. Police formed the SIT hours after Kumar’s bureaucrat wife Amneet P Kumar wrote to SSP Kaur demanding Haryana DGP Shatrujeet Kapur, Rohtak SP Narendra Bijarniya and all others named in the “final note” recovered from her husband be mentioned in the “accused” column of the FIR.

In the FIR registered at Sector 11 police station, Chandigarh Police had not named anybody as “accused”. Instead, Column No. 7, where the details of “known/ suspected/ unknown accused” are required to be mentioned, police only stated, “as per final note”. The FIR has also reproduced the “final note” and the complaint submitted by Amneet Wednesday. The eight-page “final note”, being construed as the “suicide note/ dying declaration”, named nine serving and a retired IPS officers, and three retired IAS officers. Kumar, a 2001 batch officer, in his note, also alleged mental and administrative torture citing specific instances.

Amneet, also Commissioner and Secretary in the Haryana government, in a letter to Chandigarh SSP wrote, “As per my complaint, names of the accused, Shatrujeet Kapur and Narendra Bijarniya, persons have not been entered in the FIR, that was trigger point for his suicide. As per the prescribed FIR document format, all the accused should be clearly listed under Column No. 7. It is requested that the FIR be amended to accurately reflect the names of all accused in the proper section.”

“I have not received any copy of the said ‘final note’ to compare it with the version referenced in the FIR. I request certified copies of both ‘final note’ to be supplied to me immediately…,” she wrote, urging the SSP to intervene for the FIR’s correction and amendment.
