A district court in Chandigarh Thursday issued notices to the Chandigarh Police and the station house officer concerned on two separate petitions filed by senior IAS officer Amneet P Kumar who has sought directions to the authorities to return the cellphones and a laptop of her late husband, IPS officer Y Puran Kumar, that were seized during the investigation into his alleged death by suicide.

Kumar, 52, a 2001-batch IPS officer, was found with a gunshot wound at his Sector 11 house in Chandigarh on October 7. The Chandigarh Police, as part of the investigation, had seized his two cellphones. The police had later collected the family a laptop, which Kumar had allegedly used to type a “final note”.

Amneet moved an application in the Chandigarh District Court stating that during the probe into her husband’s demise, investigators recovered his two personal mobile phones from the spot. The devices were taken for forensic examination. She argued that as the rightful and legal heir of her late husband, she is entitled to their custody, adding that the phones contain crucial personal and financial information linked to various bank accounts of the family.

Due to the absence of these devices, which are used for authentication purposes such as OTP verification, the family’s banking operations have been “effectively frozen,” causing significant inconvenience and hardship, she submitted.

Amneet further contended that the mobile phones are no longer required for investigation, as the police must have completed the forensic process and backed up all necessary data. Keeping the physical devices, she said, serves no further investigative purpose. She assured the court that she will produce the phones whenever required and will not tamper with or sell them.

In a separate application, Amneet sought the release of her husband’s laptop, which was handed over to the Special Investigation Team (SIT) on October 8, following a court’s order dated October 17. The laptop was seized and sealed in the presence of CFSL experts for forensic analysis to verify details related to the typed “final note.”

She submitted that sufficient time has passed for the authorities to create a forensic clone or backup of the device. The laptop, she added, holds sensitive family data, financial records, and personal photographs unrelated to the ongoing investigation.

The Court has now sought the police’s response on the matter for the next hearing on November 4.
