Illegal constructions have mushroomed in the city with the Housing and Urban Development Authority (HUDA) issuing over 200 notices to resume properties in the last two months. The notices have been issued against a range of violations including the usage of a basement for running businesses and making constructions without approval from HUDA.
Officials said that notices were issued in the last two months after the urban development body,in a survey,found that violations were rampant. Estate officer,HUDA,Ashwani Sharma,said that HUDA is in the process of resuming the properties as it was found that not only were basements used for carrying out business,but violations like carrying out the constructions in contravention to the sectoral zonal plan were also found to be rampant. We are in the process of resuming the properties, he said. The HUDA survey also found that some of the showrooms and shops had not left the back space vacant and had raised constructions in breach of the norms.
The fresh resumption notices against the illegal constructions follows even as some of the commercial and residential occupants have also moved the court against the HUDA for initiation of action to resume their properties. There are nearly 800 court cases pending against HUDA in district court,Panchkula,and the High Court against the resumption.
However government officials said that they are trying to raise awareness on the different kinds of violations so that people desist from raising illegal structures. Executive officer,Panchkula Municipal Corporation (PMC),O P Sihag,said that even as the laws clearly specify the violations and the action that can be taken against them they have however also been raising awareness camps to ensure that people desist from carrying out violations of building laws. In collaboration with the office of district town and country planner (DTP) we have been holding awareness camps on different kinds of violations and the legal positions, said Sihag.
Documents reveal that not only have there been violations over the breach of zonal plans,but even the areas that were demarcated for specific kinds of business operations were used for some other commercial activities. The industrial plots that are earmarked for manufacturing purposes are being used as outlets for selling clothes and automobile products,reveal the documents submitted by litigants to the courts.
