When it comes to dilly dallying on important issues,UT Administration officials seem to have the best excuses. The tender processing of the High Security Registration Number Plates (HSRP) was delayed by a week allegedly due to gazetted holidays.
The HSRP process,from the beginning of its launch on August 1,last year,seems to be jinxed going by certain avoidable and unavoidable hiccups. As per the schedule,the last date for submitting bids was January 18 and the technical bids were to be opened on February 5 and two day after that,the financial bids were to be opened.However,neither the technical bid were opened nor the financial bid.
Speaking to Newsline,Parshuram V Kavle,SDM-cum-Registering and Licensing Authority (RLA),said,We had revised the schedule in advance owing to Republic Day and Guru Ravidas jayanti. Also President of the country was visiting the city. That is why we delayed the process by a week.
As per the revised schedule,technical bids will now be opened on February 10 and the financial bids will be opened on February 11.
The UT administration has received a poor response to affixation of high security number plates. Out of eighteen companies registered in the country for affixing the plates,only three bidders applied for the tender.
Of the three companies that applied for the bidding,one had previously installed a shop in Chandigarh,when HSNRP was launched in 2011. However,at the directions of the Apex court,the entire process was scrapped when it was found that UT was not adhering to laid down guidelines and had without calling tenders allowed vendors to set their shops in the city selling HSRPs.
