Haryana announces Rs 15,000 per acre compensation for flood-damaged crops; Rs 4 lakh for human casualties

The Opposition Congress had been demanding Rs 50,000 per acre compensation for crop loss.

In response to the widespread damage caused by heavy rainfall and flooding across Haryana, the state government Monday announced a compensation of up to Rs 15,000 per acre for farmers whose crops have been damaged due to waterlogging. The government will also conduct a comprehensive survey to assess damage to houses before providing compensation to the affected people.

Addressing a press conference in Chandigarh, Chief Minister Nayab Singh Saini said, “Haryana has launched an e-Kshatipurti portal to streamline relief efforts. So far, 1,69,738 farmers from 2,897 villages have registered a total of 9,96,701 acres of affected land on the portal. To address the broader impact of the floods, the government has also prioritised immediate relief in severely affected areas. Relief work is currently underway across all such regions, with Rs 3.06 crore allocated to districts as reserved emergency funds.”

The state government also announced various slabs of monetary compensation that shall be offered to the flood-affected people. These include – Rs 4 lakh (in case of death); Rs 74,000 (physical disability, 40-60 per cent); Rs 2.5 lakh (physical disability, more than 60 per cent). Similarly, Rs 1.2 lakh shall be given in case of a damaged house in the plains; Rs 1.3 lakh for a damaged house in hilly terrain; Rs 10,000 for partial damage to a house; and Rs 5,000 for partial damage to a kutcha house.

In case of damage to shops and businesses, the government announced that Rs 1 lakh shall be given as compensation for 100 per cent damage to shop or business (loss up to Rs 1 lakh); Rs 1.75 lakh (in case of loss amounting to Rs 1-2 lakh); Rs 2.35 lakh (in case of loss of Rs 2-3 lakh); Rs 2.75 lakh (for loss of Rs 3-4 lakh); Rs 3.05 lakh (for loss of Rs 4-5 lakh); and Rs 3.05 lakh + 10 per cent (for loss of Rs 5 lakh or above). In case of crop loss, a compensation of Rs 7,000 to Rs 15,000 per acre, depending upon the percentage of crop loss, and Rs 10,000 to Rs 37,500 for loss of milch animals, depending upon the category of the animals.

The Opposition Congress, led by former CM Bhupinder Singh Hooda, had demanded that the government should give at least Rs 50,000 per acre compensation for crop loss. Hooda insisted that the government should compensate farmers adequately for their crop loss, especially in districts like Bhiwani, Rohtak, Hisar, Jind, Kurukshetra, and Ambala. He also criticised the state government for ‘inadequate drainage’ and urged a prompt girdawari (damage assessment) before compensation disbursal.

In the press conference, Saini expressed sorrow over the loss of 12 lives due to house collapses in various districts. “The government has released Rs 48 lakh in ex gratia financial aid to support the families of the deceased. Relief camps would be set up for those forced to vacate their homes, and the government is also addressing fodder shortages for livestock in flood-hit areas by arranging for dry fodder from unaffected districts,” Saini said.

“On the health front, medical teams have been deployed in affected regions. So far, 135 medical camps have been held, with 376 more currently operational to ensure proper healthcare access. In addition to managing the internal crisis, the Haryana government has extended solidarity to other states. It recently provided Rs 5 crore each to Jammu & Kashmir, Punjab, and now Himachal Pradesh as flood relief aid,” Saini added.

The chief minister also held an informal meeting with Cabinet ministers to review the ongoing flood situation. He thanked Prime Minister Narendra Modi and Union Finance Minister Nirmala Sitharaman for their support and GST reforms. “To further mobilise support, the government will observe a Seva Pakhwada (service fortnight) from September 17 to October 2. All MLAs and supporting legislators have pledged to donate one month’s salary towards the flood relief efforts,” Saini announced.
