Four days after senior Haryana IPS officer Y Puran Kumar was found dead with a gunshot wound at his residence, the Haryana government Saturday took its first action in the case by transferring Rohtak SP Narendra Bijarniya. Bijarniya, a 2015-batch IPS officer, was among police officials named in the “final note” recovered from Kumar’s pocket. Surinder Singh Bhoriya, a 2014-batch IPS officer, has been appointed the new Rohtak SP. The government said Bijarniya’s posting orders would be issued separately. Kumar, who belonged to a Scheduled Caste, was found dead at his Chandigarh home Tuesday. In her complaint, his wife, IAS officer Amneet P Kumar, accused Bijarniya and Haryana DGP Shatrujeet Singh Kapur, besides seven other serving IPS officers, one retired IPS officer and three retired IAS officers of harassment “resulting in the death of my husband on October 7, 2025.” Bijarniya’s transfer comes even as the state government has alerted all police commissioners and district police chiefs to maintain vigil in light of the Congress’s statewide protests seeking action against the officers allegedly involved. Amneet has sought the removal and arrest of both DGP Kapur and Bijarniya and demanded that all officers named in Kumar’s “final note” be made accused in the FIR. Several Dalit organisations Saturday expressed support for the Kumar family. A 31-member panel was formed to announce a Mahapanchayat at 2 pm Sunday at Chandigarh’s Sector 20 Guru Ravidas Gurdwara to decide the next course of action. Earlier, Chandigarh Police shifted Kumar’s body from Government Multi-Specialty Hospital, Sector 16, to PGIMER, Sector 11, though the family is yet to consent to a post-mortem. “We have requested the family to give consent for the post-mortem. They have raised grievances, which we are discussing,” Chandigarh DGP Sagar Preet Hooda said after meeting Amneet. UT SSP Kanwardeep Kaur said, “The post-mortem will be done after they give consent.” However, Amneet’s brother, AAP MLA Amit Rattan, accused Chandigarh Police of “forcibly moving the body from one hospital to another without the family’s consent.” “It has been four days that his body is lying in mortuary, but the family has not got justice.” Meanwhile, political leaders across the spectrum reached out to the bereaved family. Those who visited included Punjab Chief Minister Bhagwant Mann and MPs Chandrashekhar Azad Ravan, Randeep Surjewala, Kumari Selja, Deepender Hooda, and Charanjit Singh Channi. Several Haryana MLAs and ministers also met the family. While the BJP is trying to defuse the situation, the Congress is using the issue to corner the ruling party. The Haryana government has rescheduled its Cabinet meeting from Saturday to 9 am Sunday. Speaking at a BJP event in Panchkula, Chief Minister Nayab Singh Saini said: “It is an unfortunate incident. The family told me they want justice. I told them we will thoroughly investigate and whoever is found guilty will face legal action, regardless of rank or stature. We are in touch with the Union government to find an early resolution because the Opposition is doing politics over it. Politics should not be done on such issues.” Cabinet Minister Anil Vij also promised action. Haryana’s two Dalit ministers — Krishan Lal Panwar and Krishan Kumar Bedi — visited the family and urged them to allow the post-mortem. “The government is treating this matter with utmost seriousness and sensitivity. The family will get justice,” Panwar said. Congress MP Kumari Selja accused the government of “ignoring” Kumar’s repeated warnings. “The government itself stands in the dock and must answer before the nation,” she said. “The officers named in his 'final note' were the same ones he had been raising concerns about repeatedly. Instead of addressing his grievances, he was harassed continually. Imagine a senior officer who served with honesty being broken to such an extent that he felt he had no way out.”
