GMSH under CBI scanner for misuse of Central funds

The Central Bureau of Investigation has started investigation on a complaint alleging irregularities in funds allocated by the Ministry of Health and Family Welfare to the Health department of Chandigarh under the National Rural Health Mission (NRHM) scheme.

The complaint alleging irregularities in funds was received by R K Thapar,under-secretary,Ministry of Health and Family Welfare.

On June 26,the Centre had allocated Rs. 2.10 crore to the Health department for utilisation under NRHM. After lodging the complaint,the CBI retrieved documents for scrutiny from Dr. Rajiv Vadera,Director,Government Multi-Specialty Hopital (GMSH),Sector-16.

While talking to Newsline,Dr Vadera discarded the allegations regarding misuse of funds provided to the hospital under NRHM. He said,“This year GMSH-16 has received funds of Rs. 2.10 crore from NRHM,but only on paper. We only received Rs 44 lakh and of this not even a single rupee has been spent.”

Talking about the amount spent out of NRHM funds each year,Dr Vadera said,“In 2010-11,the hospital spent 48 per cent of the total funds provided to the hospital. In 2011-12 we spent 50.3 per cent of the funds and in 2012-13 the expenditure was 59 per cent.

“The main expenditure of the hospital is on manpower. Since we are running short of staff,we generally have less expenditure. Moreover,the grant which is saved in one year is taken over to the next fiscal year.”

This year,he added,the hospital recruited a few persons and all of them are working at the moment. Every thing is transparent and every information is available on the website of the hospital,said Vadera.

When asked why the CBI retrieved documents,Dr Vadera said,“After the scam in Uttar Pradesh,it is quite obvious that the CBI will check other medical centres also. It is an expected action,they asked for documents which are available online also. There is nothing to hide.”

“This is the first complaint received by the CBI regarding irregularities in the NRHM scheme. We are currently in the initial stages of verifying the complaint ,” said Vineet Brijlal,SP,Anti Corruption Unit,CBI.
