From Aadhaar card to list of vehicles that you own – how Deen Dayal Lado Lakshmi Yojana in Haryana will be implemented from September 25

Every application for Deen Dayal Lado Lakshmi Yojana shall be submitted through a digital platform – Lado Lakshmi App.

AadhaarThe government has issued a formal notification detailing how the DDLLY scheme shall be implemented.

The BJP government in Haryana shall be implementing its flagship Deen Dayal Lado Lakshmi Yojana (DDLLY) – 2025 from September 25, enabling women of certain categories to receive Rs 2,100 monthly financial assistance. The government has issued a formal notification detailing how the DDLLY scheme shall be implemented and what documents the prospective beneficiary will have to submit on the portal created for the implementation of this scheme.

Who is eligible?

A woman who is 23 years or above; belongs to a family whose verified annual family income (as per Family Information Database Repository) is not more than Rs 1 lakh per annum; and who, or whose husband (in the case of a woman married into Haryana from another state), is a resident of Haryana and has been residing in Haryana for 15 years or more at the time of application. There shall be no restriction on the number of eligible women in a family who can avail the benefit of this scheme.

Who is not eligible?

A woman shall not be eligible under DDLLY, if she is already receiving financial assistance under any of the following Social Security Financial Assistance schemes – Old Age Samman Allowance Scheme; Widow and Destitute Women Pension; Haryana Divyang Financial Assistance Rules, 2025; Ladli social security allowance; financial assistance to Kashmiri migrant families; Haryana allowance to dwarf; financial assistance to women and girl acid attack victims; financial assistance to widower and unmarried persons scheme, 2023; Haryana Gaurav Samman Scheme for Padma awardees; or any other such schemes already notified or may be notified by the government from time-to-time.

Also, if a woman is receiving any other financial assistance or annuity from any government or local/statutory body, or organisation owned and controlled by the government; or she is employed, either on a regular or contractual basis, either full time or part time in any government department, local/statutory body, or organisation owned and controlled by the government and her family income exceeds the limit prescribed for eligibility under this scheme or, she is an income tax payee – such a woman shall also not be eligible under this scheme.

Exceptions – However, benefit under this scheme can be availed in addition to the benefit being given under – (i) Financial Assistance for stage III and IV Cancer patients; (ii) Financial Assistance to persons suffering from Rare Diseases; (iii) Person suffering from Haemophilia, Thalassemia and Sickle Cell Anaemia or any other such schemes notified by the government from time-to-time.

What are the documents required at the time of filing the application?

Every application for DDLLY shall be submitted through a digital platform – Lado Lakshmi App, developed by HARTRON. It shall be an end-to-end solution including modules for beneficiary identification, verification, reconciliation, grievance redressal, monitoring, and evaluation of DDLLY. This app can be used on both Android and iPhone. The applicant, at the time of registration, will have to furnish personal and family information, such as Aadhaar details of self and family members, Residence Certificate, Income, Haryana Kaushal Rozgar Nigam (HKRN) ID, electricity connection details, ownership of vehicles, bank details, etc, as prescribed by the government.

When will this financial assistance stop?

Monthly financial assistance, under this scheme, shall be stopped immediately in these situations – (a) If any beneficiary is found violating any of the terms and conditions of eligibility criteria of the scheme; (b) If it is found at any stage that the financial assistance was sanctioned due to a mistake or due to false or incomplete information supplied by the beneficiary or if the criterion based on which the assistance had been granted no longer exists; (c) Financial assistance shall cease to be payable on the death of a beneficiary. However, the amount of financial assistance will be paid for the full month in which the death of the beneficiary occurs.

What happens if the benefit is disbursed wrongly?

In case financial assistance is sanctioned on the basis of wrong information given by the applicant in her application form or the assistance has been stopped due to any other reasons, then the District Social Welfare Officer shall have the right to recover the amount which was wrongly drawn by such person, along with interest at 12 per cent per annum. Recovery can be imposed on such a person or her family member or as arrears of land revenue under the Haryana Land Revenue Act. In case there is no movable or immovable property in the name of such beneficiary, there is a provision of civil imprisonment to enforce a decree.
