Former Punjab Governor and UT Administrator General (Retd) S F Rodrigues’ Aide-de-Camp (ADC),Major Nirvikar Singh,has taken premature retirement from the Army. Despite a criminal case pending against him,the Army has agreed to Nirvikar’s request seeking premature retirement and relieved him of his duties.

During the tenure of Gen Rodrigues as Punjab Governor-cum-UT Administrator,Major Nirvikar stayed on as his ADC for four years. Based on Rodrigues’ recommendation,Nirvikar was inducted into the Research and Analysis Wing (RAW) with the rank of under-secretary.

He was however,given an extremely unceremonius exit from Punjab Raj Bhawan after Gen Rodrigues learnt of the questionable role allegedly played by him in multi-crore rupee mega-projects,which were coming up in the city but eventually landed top UT bureaucrats in the CBI’s net. A criminal case was registered against three top bureaucrats of the Chandigarh Administration,which is still under investigation.

Nirvikar was relieved from RAW after a criminal case was registered against him by the CBI on charges of possessing assets disproportionate to his known sources of his income.

Nirvikar was an Artillery Corps officer,who had stayed out of his regiment for more than four years before being inducted into R&AW,where he spent more than a year. The Defence Service Regulations clearly state that,after serving for two years on deputation out of the regiment,an officer is to be called back to the regiment unless he is given an extension under “exceptional circumstances”. However,these rules and regulations were not applied in Nirvikar’s case.

Asked about this alleged violation of Defence Service Rules while allowing Nirvikar to get a RAW posting,the Army Headquarters replied,“These are personnel management policies. These policies are meant for cadre management and provisions are waived or reviewed under certain circumstances or when organisational interests demand it.”

Asked how Nirvikar was granted premature retirement by the Army despite a criminal case pending against him,the Army Headquarters told The Indian Express,“Major Nirvikar Singh had sought Pre-Mature Retiremente from the services. The case for the officer was duly processed and he has been granted release from the Army. His case is under investigation by the CBI,which at this stage does not restrict the Army in any way from granting his request for Pre-Mature Retirement.”
