In what is being seen as a colossal waste of public funds, a whopping Rs 4.72 crore will be allocated over the next two years for merely lifting waste from parks and washing bins in Chandigarh as the civic body is set to outsource the job.
The Chandigarh Municipal Corporation has issued a request for proposal (RFP) seeking interested firms. The RFP says the civic body intends to outsource the work of collecting and lifting segregated garbage from bins, litter picking, and washing dustbins in various gardens/greenbelts/neighbourhood parks, with the aim of making Chandigarh the “cleanest city in the country”.
The contract will initially be for two years, but it may be further extended for another year, subject to the satisfaction of the competent authority. The successful bidder will be responsible for collecting and lifting segregated garbage from bins, litter picking, and washing dustbins in various gardens, greenbelts, and neighbourhood parks under the jurisdiction of the horticulture department and the municipal corporation.
Approximately 1,283 neighbourhood parks and gardens in Chandigarh have dual bins and 980 green belts have single bins for waste collection and litter picking.
The civic body’s prime responsibilities are to ensure cleanliness and sanitation in the city, illumination of street lights, maintenance of roads and parks, fire safety, public health works (water supply, storm and sewerage), etc. The city comprises 35 wards, 59 (1-56, 60, 61, 63) sectors, villages, and colonies.
“Providing civic amenities is the prime duty of the municipal corporation, and it is outsourcing all basic services even. We have such a large municipal corporation that is dollying out money like anything,” R K Garg, president of Second Innings Association, a senior citizens body, told The Indian Express.
A civic official, meanwhile, said the municipal corporation was outsourcing the work because of a staff crunch.
