Brochure ready for Sec 53 housing scheme, with reservation for Punjab, Haryana, UT officials
The scheme will comprise 340 flats of different categories in Sector 53, Chandigarh. The construction will begin in June this year and possession will be given in April 2026.

The much-awaited brochure for the Chandigarh Housing Board’s Sector 53 multicrore general housing scheme is all set for a launch next month in which five per cent of the flats have been reserved for the officials of Punjab, Haryana and Chandigarh who have or may retire within three years and one per cent of all for the employees of Chandigarh Housing Board.
According to the draft brochure, accessed by The Indian Express, a few flats have been reserved for some categories, including officers of Chandigarh, Punjab and Haryana apart from the CHB ones, including deputationists.
The scheme will comprise 340 flats of different categories in Sector 53, Chandigarh. The construction will begin in June this year and possession will be given in April 2026.
Not just this, it is for the first time that CHB has slashed and fixed the earnest amount, which was earlier 10% of the total cost of the flat. For the three bedroom flat, the earnest amount, which was Rs 16 lakh, has been fixed for Rs 3 lakh, for two bedroom flat, it is Rs 2 lakh and for EWS flat, the earnest money has been fixed at Rs 1 lakh.
These will be allotted on a self-finance basis under which an allottee shall be required to make 100% payment of the chargeable price in five equated instalments (each of six months) along with interest @ 12% per annum from the date of issuance of acceptance-cum-demand letter (ACDL), as per the terms and conditions mentioned therein.
According to the draft brochure, 12½% of total dwelling units, that is 39, have been kept to be allotted in favour of applicants belonging to Scheduled Castes (SCs) and Scheduled Tribes (STs) as notified for the Union Territory of Chandigarh. SCs / STs belonging to other states/housing s Union Territories are not eligible for getting the benefit of reservation under the scheme. In this case, document(s) required would include SC certificate issued by the SDM, Chandigarh.
For the officials, the brochure mentions, “About 5% of total Dwelling Units in favour of employees of Punjab and Haryana Governments, Chandigarh Administration and the employees of Boards and Corporations of Chandigarh Administration, who have retired or who may retire within three years from the date of opening of the scheme. Also, there shall be an additional reservation of 1% in favour of regular employees of Chandigarh Housing Board including deputationist having two years of regular service to their credit on the date of opening of the scheme.”
The draft brochure mentions that as many as 16 flats plus four flats, that is 20 flats, have been kept for these officers. As far as the documents are required, an employer’s certificate indicating designation and date of appointment on a regular basis, if applicable, is required in case of CHB employees and Employer Certificate indicating designation, date of appointment on a regular basis and date of retirement excluding extension in service, if any, in case of Punjab, Haryana and Chandigarh officials..
Then, five per cent of total dwelling units would be in favour of serving defence personnel and the pensioners/family pensioners of the defence forces.
However, civilians working in defence services are not entitled to seek reservation in this category. As far as the documents required for claiming reservation in serving defence and the pensioners/ family of the defence forces is concerned, they would have to attach proper employer certificate with dispatch number and date indicating applicant’s designation, date of appointment, date of retirement etc. Certified copy of discharge certificate retirement orders/PPO in case of claiming reservation under the pensioners of defence forces and retired/retiring employees (RP) category is required.
Similarly, five per cent of total dwelling units have been kept in favour of the ‘Other Backward Classes’ (OBCs) as notified by the Chandigarh Administration. OBCs belonging to other states/Union Territories are not eligible for getting the benefit of reservation under the scheme. An OBC certificate issued by the SDM, UT, Chandigarh would be required under this quota.
Then there would be a five per cent of total dwelling units in favour of persons with benchmark disability, with appropriate priority to women with benchmark disabilities as per “the Rights of Persons with Disabilities Act, 2016.” A certificate of disability issued by the medical authority as defined under the Act is required.
Rate list
The 3 BHK flat, which would be around 192 in number, would have a tentative cost of Rs 1.65 crore as per the brochure of which 172 would be through computerised draw and 20 ground floor units under assured allotment scheme.
Similarly, the 2 BHK flats, which would be 100 in number, would have a tentative cost of Rs 1.40 crore. There would be 90 units through a computerised draw and 10 units under assured allotment scheme (first floor only which is the lowest floor with stilt parking on the ground floor.)
Then in the EWS category, each dwelling unit is priced at Rs 55 lakh and there would be 48 units through a computerised draw itself.
Facilities in the flats
As per the facilities, these flats would be built with modern amenities.
3 BHK: A three BHK would have drawing room/dining/lounge, kitchen, three bedrooms, two toilets and one dress area and four balconies. There would be two car parking spaces (one on basement level-I and one on basement level-II) for each dwelling unit.
2 BHK: A two BHK would have a drawing room /dining/lounge, kitchen, two bedrooms, two toilets, one dress, store and balcony (two in number). Two covered car parking spaces (one under the stilt and one in the basement) for each dwelling unit.
EWS: The EWS dwelling unit would have two rooms, kitchen, bath, and one Balcony. In addition to the above, there is covered car parking under the stilt for each dwelling unit of second, third and fourth floor. One open surface parking for each dwelling unit of the first floor for which a discount of Rs 100,000 will be admissible to the allottees of the first floor.
Flooring would be vitrified floor tiles in drawing/ dining room and bedroom etc. It also said that Antiskid ceramic tiles in toilets, kitchen and balconies and marble (Baroda green) in common corridors & treads of staircase and white marble on risers of staircase with pre-cast concrete paver blocks for stilt parking area/entrance and concrete pavement in basement area shall be used.
Kitchen would have granite work top with stainless steel sink (double bowl for 3 BHK/ 2 BHK, single bowl for EWS flats) and provisions for water filter point and geyser point.
For toilets, it was said standard good quality chinaware & CP fixtures & fittings in one toilet and a provision for geyser point along with glazed tiles on walls and dual plumbing system would be provided.
