Bad day
December 20,a Tuesday,was indeed a bad day,both for Punjab and Haryana. While the High Court judgment on restoration of voting rights for Sehajdhari Sikhs in Shiromani Gurdwara Parbandhak Committee elections came as a shocker,both for the petitioner and Punjab government,the judgment on declaring five defector MLAs as unattached shook the Haryana government.
Till afternoon,all the lawyers,including law officers of Haryana,were of the impression that the High Court has only directed the Speaker to decide the disqualification petition by April 30. Little were they aware that the High Court has declared the five MLAs unattached.
It was only after the judgment was uploaded on the website of High court that the lawyers read the judgment and were shocked. Calling it a bad day,law officers of both the States were sharing their woes on a cup of coffee in the lawn outside the library.
No way out
Amid the negotiations over the per-child-expenditure amount,the UT Education Department is now in a fix as one of the officials has given nod to Independent Schools Association (ISA) for providing copies of government schools annual budget plans. However,the senior officials feel that ISA is going over the board with the process of finalising the amount. Following a meeting with the specific officer last week,ISA had put forth its demands for procuring the budget copies sent to Ministry of Human Resource Development (MHRD) in last three years. Since he has provided a written agreement to ISA,the seniors are busy in finding a way to negate the move. As per sources,the issue is being discussed in most of the meetings.
A Watchful Eye
With an aim to keep an eye on the activities in the premises,CCTV cameras have been installed at the Chandigarh Press Club. As many as 16 cameras have been installed at a cost of Rs 1 lakh. These would constantly be monitored by the officials at the Club. From monitoring the activities inside the kitchen to the actions of the tipplers an eye would be kept on one and all.
Catch 22
The BJP is stuck in a peculiar situation. After the partys senior leaders gave statements against the voting rights being given to the nominated councillors,they would now be required to seek the support of these councillors for getting the Mayor elected. From taking about taking legal recourse against voting rights to nominated councillors the party is busy wooing them.
Call of duty
The traffic police men- who are otherwise missing from the Panchkula roads- can been seen regulating the traffic during the visit of high profile dignitaries. Recently when the Haryana Chief Minister was in the town to attend a function,the traffic police men were seen at every roundabout and crossings regulating the traffic. Wish the men in blue could be seen frequently doing the job with same vigour.
No right to reject yet!
Ignorance is bliss but not always. During Municipal Corporation Elections,at various booths,the election staff on duty to conduct elections were not aware of the provisions of Right to Reject a candidate under section 11 A. At various polling booths,the voters themselves were seen educating the officials and were asking for the specific forms to exercise their right. At one such booth,an electoral officer was overheard trying to convince a voter that such a right doesnt exist until now and Anna Hazare is fighting for it by keeping fasts.
No need for speed
Raising the issue of parking chaos and no check on over speeding by vehicles on the PU campus,one of the Senators DPS Randhawa,during the recent Senate meeting,requested the Vice Chancellor to cap the speed limit on the campus. To this,another fellow,Rupinder Tewari added another request of not only restricting the upper limit but lower limit as well. As outside the girls hostels,the speed limit of vehicles especially four wheelers is almost a kilometre per hour he retorted to which all the members of the House nodded in acceptance,including the Vice Chancellor.
