Acting on a public interest litigation alleging corruption at the National Institute of Pharmaceutical Education and Research (NIPER) in Mohali,the Punjab and Haryana High Court on Wednesday directed the petitioner to move an application for attaching the present petition with the earlier PIL (filed against NIPER pending with the court) so that the matter could be adjudicated properly.
The petition filed by Dr RD Anand,a city based lawyer and public rights activist came up for hearing before bench comprising acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain. In it,Dr Anand mentioned the alleged bungling of more than Rs100 crore of funds meant for research and development of infrastructure and complete lack of transparency regarding receipt and expense of public funds.
NIPER was granted funds of more than Rs 2 crore for setting up a department of intellectual property rights. No such department has come up till date and the entire fund has been misappropriated. Similarly,for a new 1,500 seat auditorium,institute showed expense of several crores though no auditorium was constructed, the petition reads.
