As part of its Slum Rehabilitation Project, the Chandigarh Housing Board will provide build 1,100 dwellings this year. The UT Administration is in the process of making 25,000 houses for the rehabilitation of slum dwellers.

This year,512 small flats in Sector 38 (W) and 576 in Ramdarbar are expected to be completed and by 2010,around 11,000 houses would see the light of day. To come up at a cost of Rs 1100 crore, the Centre will contribute Rs 400 crore for the project.

But the rehabilitation efforts of the Administration are not too effective. The first such scheme dates back to 1975 when slum dwellers who came to the city in 1950s were rehabilitated. The slums in Sectors 14 and 26 were relocated to Dadumajra and Ram Darbar under the ‘Licensing of Tenements and Sites and Services in Chandigarh Scheme’ in 1979.

Another rehabilitation policy was established in 1996 when 16,000 families were to be given tenements. As per the latest scheme, more than 23,000 one-room flats are being constructed. The cut-off date for the eligibility has been increased from 1996 to 2006. The houses are being provided as per the biometric survey done in 2006. However, during this period the number of migrants has increased.

The ever-increasing number of migrants is often attributed to the lack of political will. The political parties take the plea that it is the Administration’s duty to check encroachments as once migrants get settled, they get support from all political parties.
