Abhinav Bindra runs out of luck,may have to give up Aerocity dream

Ace shooter Abhinav Bindra did hit the jackpot,initially,when his name figured among those who were allotted 1 kanal plots under the reserved categories in the Aerocity project. But his allotment has now come under the scanner.

Authorities said Bindra had been earlier allotted a plot somewhere in Punjab and this barred him from applying for plot elsewhere in the state. But he allegedly concealed this fact. In the draw of lots for the allotment of plots conducted on Saturday,Bindra had turned lucky to become the successful applicant for owning a plot under the reserved category for sportspersons. Under this category,a total of 57 applications were received for the allotment of 13 plots and Bindra was among those whose raffle ticket had come out in the draw.

In his application for allotment of residential plots,the 28-year-old had given a declaration that he had not availed the benefit of allotment of plot/house/flat in any other scheme/station under the reserve category from any government agency.

However,Bindra was issued letter of intent for the allotment of 1 kanal plot in Sector 68 here by Punjab Urban Planning and Development Authority (PUDA) on November 12,2002,under the sportsperson category.

Allotted for Rs 18,72,000 at the rate of Rs 3744 per square yard,it is learnt that Bindra’s plot was resold in 2006 for over Rs 1 crore. Abhinav Bindra and his father A S Bindra remained inaccessible despite repeated calls made and messages sent on their mobile phones. As per the terms and conditions,if at any stage the information submitted by the applicant is found to be false or incorrect his/her allotment shall be liable to be cancelled and earnest money shall be forfeited besides initiating criminal action.

It is clearly mentioned in the Aerocity brochure that the beneficiary under any reserve category should not have availed the benefit of allotment under the reserve category in any scheme of any government agency in any part of Punjab. Moreover,those who themselves or any member of their family already owning any residential plot/house/flat allotted by any government agency in Mohali were not eligible to apply for plots in Aerocity. In the light of these terms and conditions,GMADA authorities are examining Bindra’s application and reviewing the proposed allotment of plot to him in Aerocity.

“The draw of lots was conducted without scrutiny of applications. The applications of successful applicants will be scrutinised after concluding the draw exercise on October 13,following which veracity of declarations and information given by applicants will be ascertained,” said GMADA Chief Administrator Vivek Pratap Singh,while declining to comment on Bindra’s case at this stage.

Draw of lots for 10 marla plots scheduled for October 1 will now be held on October 2. GMADA’s chief administrator said it was done on the recommendation of Mohali SSP Gurpreet Singh Bhullar,who has expressed inability to provide adequate security in view of the district police’s pre-occupation in India-Australia cricket test match beginning at PCA stadium here from October 1 besides Punjab CM and Deputy CM’s court appearance here on same day. However,draw for 1 kanal general category,12 marla,8 marla,6 marla and 5 marla will be held as per schedule on September 29,September 30,October 7,12 and 13,respectively.

WAITING LIST
A waiting list in order of seniority is being prepared to the extent of 10 per cent of the number of plots available under each category. The plots left out after any successful applicant turns out to be ineligible during scrutiny of applications after the draw of lots and surrendered will be offered to the applicants in the waiting list in order of seniority drawn by way of draw of lots.
