The Surat rural police Sunday arrested five persons, including the owner of Santosh Textile mills at Palsana, under charge of culpable homicide not amounting to murder over the death of nine labourers in an explosion at the factory on September 1.

Santosh Textile mills director Mukund Khaitan, 44, a resident of Bhatar in Surat, its supervisor Alpesh Patel, 42, maintenance manager Kanhaiyalal Chaudhary, 37, drum operator Anmol Sahoo, 25, and Bipin Chowbey have been booked under BNS Section 105 (culpable homicide not amounting to murder) and Section 110 (attempt to commit culpable homicide).

Sources said that the arrests were made based on the report filed by Director of Industrial Safety and Health (DISH) Surat Deputy director Brijesh Chauhan to the Surat rural police.

Sources said that the DISH report said that the explosion took place in one of the machines due to poor maintenance of the drum washing machines installed in the factory. According to the report, several equipment had the presence of rust particles.

Talking to The Indian Express, Palsana police inspector B D Zalariya said: “According to the DISH report, the machines which exploded were not properly maintained. This shows negligence on the part of the owner and employees of the factory.”

“The company owner had given Rs 5 lakh each as compensation to the family members of the nine deceased persons. The kin of the injured will also get insurance amounts. As many as 11 injured persons are undergoing treatment at a private hospital,” Zalariya said.
