Holding that the Panjab University Syndicate sidetracked to issues which were not before it,the Punjab and Haryana High Court today quashed the orders of the Syndicate wherein it had rejected the recommendation of the Selection Committee to appoint Dr Parvinder Singh as Controller of Examinations.
