With contempt of court action looming large,the Brihanmumbai Municipal Corporations (BMC) standing committee finally seems to be in process to give its nod for the closure of 82-year-old Deonar dumping ground partly. The committee is now planning to give its approval for the Rs 3,495-crore proposal to partly shut the dumping ground and convert the remaining portion into a scientific landfill before July 21 thus providing relief to over 25 lakh citizens around the dumpyard. The standing committee had earlier rejected the proposal.
The Bombay HC that is hearing a contempt petition,filed by Dr Sandeep Rane of the Smoke Affected Residents Forum (SARF),has given the BMC a final chance to submit a concrete plan for treatment of the waste at the dumpyard by July 21. If the court is not satisfied,the BMC will have to face contempt of court.
Accordingly,the civic administration on Wednesday again tabled the old proposal,which was scrapped on May 25 owing to the high cost of the tipping fees (cost per tonne for treating the waste) being offered to the operator,a consortium led by United Phosphorus Ltd,Kerala-based POABS and Germany-based MDSE.
Residents have been demanding the closure as the haphazard dumping of garbage has resulted in emanation of killer gases. Due to this,some residents in Mankhurd,Chembur,Deonar,Ghatkopar,Vikhroli and parts of Navi Mumbai are suffering from morbid respiratory disorders.
Additional Municipal Commissioner,R A Rajeev,said the civic administration cannot seek fresh tenders for the closure of the dumping ground as the process will take another six months. We need to inform the court on the action plan by July 21 and therefore the standing committee needs to take decision on the existing proposal as its the concrete plan. If no decision is taken,we will have to face contempt of court, he said.
We will discuss the proposal on July 20 and take a decision whether to approve it or not, said committee chairman Ravindra Waikar.
