City educationists have welcomed the increase in plan allocation for school education from Rs 26,800 crore to Rs 31,036 crore. However, they also urged that the government come out with the ways to implement this.
Group director,Indira Group of Institutes,Chetan Wakalkar calls it progressive,in a sense that it will help bridge the gap between rural and urban education sector.
Before this Budget, the higher education sector was given a lot of incentives. With the allocation increasing for school education, the rural areas will benefit, he said.
Wakalkar also welcomed the move to increase scholarships for backward class students and giving the states access to Rs 3,675 core finance commission grant.
Educationist Ramesh Panse said it was necessary to put emphasis on primary education but it could not be done only through allocating money. Increase in allocation does not mean that it would improve the quality of education. For quality, the methods of teaching have to be changed radically, he said.
The government should also come up with a formula to utilise the money or else all the allocation will be wasted, said Panse.
