US President Donald Trump has approved a 28-point plan for peace to end the ongoing Russia-Ukraine war, which started in February 2024. According to the 28-point peace plan approved by Trump earlier this week, Ukraine will concede territories and weapons to Russia.

Russia would take control of Donbas

According to Axios, which first reported Trump’s 28-point peace plan, Russia will gain full de facto control of Luhansk and Donetsk, despite Ukraine still controlling around 14.5 per cent of the territory there.

The Telegraph reported that, as per the proposal, Russia would take control of the Donbas region despite Ukraine maintaining legal ownership, with Moscow essentially paying rent for the land.

Donbas would be considered a demilitarised zone and neither Ukraine nor Russia will be allowed to position troops there.

While the US and other countries would recognise Crimea and the Donbas as lawfully Russian territory, Ukraine would not be asked to do the same.

In Kherson and Zaporizhzhia, the peace plan proposes to freeze the conflict along the current lines of control, with Russia returning some land, subject to negotiations, the Axios report added.

US security guarantees

Ukraine would also be expected to agree to reducing or halting US military assistance.

A Ukrainian official cited by Axios said the plan also included limitations on the size of the Ukrainian military and on its long-range weapons in return for US security guarantees.

On US security guarantees, the plan did not clarify whether it would entail anything beyond a promise to defend against further Russian aggression.

‘Ukraine must accept’

An unnamed Ukrainian official, who confirmed the 28-point peace plan, told Financial Times that it was “heavily tilted towards Russia” and “very comfortable for Putin.”

Two officials, quoted by Reuters, said that the US has “signalled” to Zelenskyy that Ukraine must accept the US plan.

Qatar, Turkey helped meditations

Like Trump’s 20-point Gaza plan, the Axios report said that the 28-point peace plan involved mediation from Qatar and Turkey.

Kirill Dmitriev, an adviser to Russian President Vladimir Putin, said he and Trump envoy Steve Witkoff had written a 28-point peace plan during a face-to-face visit last month in Miami.
