Russian President Vladimir Putin greets North Korean Foreign Minister Choe Son Hui during their meeting at the Kremlin in Moscow, Russia, Monday, Oct. 27, 2025. (AP) Russian President Vladimir Putin has told North Korea that cooperation between the two countries is “going according to plan,” according to Reuters.
Putin made the remarks during talks at the Kremlin with North Korean Foreign Minister Choe Son Hui. He asked her to pass the message directly to North Korean leader Kim Jong Un.
“We talked in detail in Beijing about our relations and prospects for development,” Putin said, referring to his recent meeting with Kim in China. “Everything is going according to plan. Please convey my best wishes to him,” he said, as quoted by Reuters.
Russia and North Korea agreed a strategic partnership last year that includes military support if either country is attacked. North Korea has sent troops, artillery shells and missiles to Russia for its war in Ukraine, Reuters said.
Ukraine and South Korea estimate that more than 10,000 North Korean troops are in Ukraine. South Korea’s intelligence agency said in September that about 2,000 of them had been killed, Reuters reported.
Earlier on Monday, Choe held talks with Russian Foreign Minister Sergei Lavrov. Russia’s foreign ministry said both ministers discussed regional security and their countries’ cooperation in Asia.
They also agreed that rising tensions on the Korean peninsula and in Northeast Asia were caused by “the aggressive actions of the United States and its allies,” according to the ministry statement cited by Reuters.
