With total income expenditure of Rs 77,407 crore for 2023-24, the Uttarakhand Budget presented Wednesday by Finance Minister Prem Chand Aggarwal in the Assembly announced a provision of Rs 1,000 crore for relief works in Joshimath and other land subsidence-affected areas.
It makes the largest allocation — Rs 10,459.55 crore — to education and youth welfare, followed by health, which gets Rs 4,217.87 crore.
Aggarwal said a proposal is being sent to the Centre to get a relief package to help owners of land and buildings affected by landslides and subsidence. The state government is conducting a survey of damage assessment through a district-level committee and plans to help in reconstruction of buildings, he said.
Calling it an inclusive Budget which reaches out to the youth, farmers and women, and gives priority to the deprived, Aggarwal said it has special focus on seven primary points: investment in human capital, inclusive development, better availability of healthcare facilities, increase in capital expenditure, seamless and secure connectivity, technology-based development and coordination between ecology and economy.
The Budget has made provision of Rs 40 crore for the CM’s Self-Employment Scheme to promote horticulture, agriculture, entrepreneurship, self-help groups and self-employment. It announced Rs 26.21 lakh crore for establishment of a Science City and Science Centres, and Rs 101 crore for a Metro Rail project in Dehradun. A provision of Rs 100 crore has been made for the G-20 summit.
