Parliament Monsoon Session Day 19 Updates: The Rajya Sabha was adjourned for the day after passing the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, which aims to relax the norms for mining critical minerals. While Opposition MPs in the Upper House sought a debate on the issue of SIR, Chair Ghanshyam Tiwari said nothing apart from the discussion on the Bill would go on record. Both Houses have been adjourned.

Rajya Sabha takes up Mines and Minerals Amendment Bill: The Lok Sabha was adjourned for day after passing the IIM (Amendment) Bill amid protests by opposition over Special Intensive Revision (SIR) in Bihar. The Bill provides for a corpus fund of Rs 555 crore from 2025-26 to 2029-30 for the establishment of IIM Guwahati.. The Lower House was adjourned three times before on Tuesday over the electoral role revision.

The National Sports Governance Bill has been enacted into law following President Droupadi Murmu’s approval, marking a significant reform in India’s sports administration. Amid continued stalemate between the government and opposition over the demand for a discussion on Special Intensive Revision (SIR) in Bihar, the Chair in Rajya Sabha on Tuesday said that videos of expunged proceedings should not be shared on social media.

Soon after the House met post-lunch, and the Mines and Minerals Amendment Bill was tabled, Radha Mohan Das Agrawal of the BJP raised the issue of the Leader of Opposition Mallikarjun Kharge sharing videos of his expunged speech on social media. He said while Kharge raises the issue of SIR, the Chair disallows the same.

However, the extracts of his speech are shared on social media, even after the Chair has clearly stated that the same will not go on record of the House. (PTI)

In response to a written question, Minister of State for Home Affairs Nityanand Rai presented the data from the Justice JC Shah Commission report, which was set up on May 28, 1977, to inquire into, inter alia, excesses, malpractices and misdeeds during the Emergency, including the use of force in the implementation of the family planning programme. Markets regulator Sebi has taken enforcement action against 886 entities during April 2024 to June 2025 for indulging in fraudulent and unfair trade practices in the securities market, Parliament was informed on Tuesday.

Generally, violations, including price and volume manipulation and front-running, come under the ambit of Sebi's Prohibition of Fraudulent and Unfair Trade Practices (PFUTP) norms.

"Securities and Exchange Board of India (Sebi) has taken enforcement action against 886 entities during the period April 01, 2024 to June 30, 2025, for violation of provisions of Sebi (PFUTP) Regulations, 2003," Finance Minister Nirmala Sitharaman said in a written reply to Rajya Sabha. (PTI)

Parliament Monsoon Session Live Updates: Rajya Sabha adjourned till Tuesday

The Rajya Sabha was adjourned for the day after passing the Indian Ports Bill 2025.

It was passed after a two hour discussion and amid walkout by the Opposition over the Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar.

It was passed by the Lok Sabha on August 12. The House will meet again on 11 am on Tuesday.

In a written reply to the Rajya Sabha, Minister of State for Civil Aviation Murlidhar Mohol said the Indira Gandhi Rashtriya Uran Akademi (IGRUA) lost four of its trainer aircraft due to accidents in the last eight years.

Currently, IGRUA, located in Uttar Pradesh, has 13 trainer planes.

"There has been a reduction in the number of aircraft from 24 in the year 2017 to 13 at present. This reduction is attributable to the completion of the prescribed service life of seven aircraft and the loss of four aircraft due to accidents," he said. (PTI)

Parliament Monsoon Session Live Updates: Rajya Sabha adjourned till 2 pm

Rajya Sabha proceedings were adjourned till 2 PM on Monday amid disruptions by opposition MPs, minutes after they had commenced. Proceedings began with an obituary reference for former Nagaland Governor and BJP leader L.Ganesan read out by Deputy Chairman Harivansh, followed by a minute of silence.

Soon after papers were laid by ministers, Harivansh said he had received 19 notices under Rule 267 and he did not admit any of them as they were not in adherence to requirements of rules. Harivansh said, “11 notices do not contain motion drawn in proper terms as per requirement of Rule 267 to obtain a decision of the House. Further 10 notices do not mention the date on which their notices are to be invoked. 11 notices do not contain rules the members seek to suspend. In addition, 13 of these notices demand a discussion of a matter that is sub-judice. Since none of these notices received are in adherence to requirement of rules, I am not admitting any of the notices,” he said.

He then asked BJP MP Dinesh Sharma’s intervention on ‘need to rename roads after historical invaders.’ Sharma rose to speak but his intervention was drowned out in the ruckus of opposition MPs, and soon after the deputy chairman adjourned proceedings.
