Metrics for reforms, easing compliance burden: PM Modi’s plan to Secretaries

From developing metrics to encourage competition among states in governance reforms to identifying one impactful project that needs to be commissioned and one grounded during the first 100 days; from reducing the citizen’s compliance burden and pushing women-led development to revamping Ministry websites to make them more user-friendly — Prime Minister Narendra Modi has given a 16-point “directive” to Secretaries at the Centre, The Indian Express has learnt.

Among the directions, the Prime Minister has asked the Secretaries to provide adequate opportunities to youth in “nation-building” by synergizing initiatives like National Service Scheme (NSS), National Cadet Corps (NCC), Bharat Scouts and Guides.
The PM has asked all Union Ministries to start planning for post-Budget webinars. This direction is significant as the government is preparing to present the first full budget of the NDA government, later this month.
In her address to Parliament on June 27, President Droupadi Murmu had said that “along with major economic and social decisions, many historic steps will also be seen in this budget.” And that the pace of reforms will be “further accelerated in tune with the aspirations of people of India.”
Incidentally, ahead of the announcement of the schedule for the 2024 general elections, Modi had chaired, on March 3, a meeting of the Council of Ministers and discussed the 100-day action plan to be implemented by the new government after the polls.
Another directive is to undertake a comprehensive exercise to study the impact of the Jal Jeevan Mission on the lives of citizens and assessing personnel requirements of ministries and departments. Ministries have also been tasked with implementing “qualitative improvements” in their grievance redressal systems to make them more “sensitive, accessible and meaningful.”
