Congress lauded the government's efforts in exposing before the international community the 'syndicate of terror' operating from Pakistani soil and effectively bringing the threat of terrorism on the global agenda. "Pakistan must deliver with sincerity its assurances to dismantle terror outfits,not to allow the use of its territory for attacks in India and bring to justice the perpetrators,masterminds responsible for the Mumbai carnage," said the resolution on Foreign Affairs adopted unanimously at the Congress Plenary here. The resolution,moved by Union Commerce Minister Anand Sharma,appreciated that India has moved a comprehensive convention in the United Nations on international terrorism. "India has now become a full member of the Financial Action Task Force which is a major step in checking the financing of terror and money laundering," the resolution said. The 12-page resolution also commended the government for mobilising global support for comprehensive reforms in multilateral institutions,including the restructuring of the UN Security Council. "India is of the considered view that the composition of the reformed Council should be democratic and inclusive in character,reflecting contemporary global reality," it said,adding that New Delhi has received a "strong endorsement" for getting a berth in the UNSC from major developed countries and regional political groupings including African Union and the European Union. It said the strong backing to India's candidature for a permanent seat in the UNSC by visiting leaders including French President Nicholas Sarkozy and UK Prime Minister David Cameron was an important development. Patting the government for enhancing India's stature in the global community and the constructive role played by it in G-20,the resolution said India's voice is today heard with respect in all international forums established to tackle global challenges. Terming the civil nuclear cooperation agreement as a major milestone in international diplomacy,it said the move has ended the country's three decades of nuclear isolation. It said as the agreements get operationalised,it will help addressing the twin challenge of energy security and climate change.
