The government on Monday said that it was planning to have an all-India entrance examination for admission to the science stream in universities for Class XII passouts in the next three years.
At the India Today Conclave here today,HRD Minister Kapil Sibal said,”We should have an all India exam system for admission into universities. I want to put this into effect in three years time in science stream.”
Sibal said the Central Advisory Board of Education (CABE),the apex advisory body on education,has already given its approval for such a system which will make the admission more convenient.
This common entrance will be a single window system for science pass outs who are interested for admission into engineering,medicine and related courses. The common entrance will reduce inconvenience to students who move from state to state to appear in separate entrance examinations conducted by different agencies for admission into universities and other institutions.
Sibal also said that the country needs an uniform National Curriculum Framework (NCF). “We are going to set up an academic authority for preparing the NCF,” he said.
Sibal said that he was in favour of the three language formula in schools.
“We need our children to learn mother tongue,Hindi and English mother tongue for better understanding of the subjects at elementary stage,Hindi at secondary stage for integrating to national level and English at university level for connecting to the world,” he said.
Sibal said this while responding to Uttarakhand Chief Minister Ramesh Pokhriyal’s remarks that the medium of instructions in schools should be Hindi.
“I am 120 per cent for Hindi. But we must prepare our students for all languages. In France,the students are also studying German and English so that they can get job in any of the European countries,” Sibal said.
Himachal Pradesh Chief Minister Prem Kumar Dhumal said stringent control mechanism was required to regulate private players in education.
However,Sibal said that if education facilities are expanded,the private ones would automatically be controlled.
“There is no regulation for private unaided institutions today. The private universities charge maximum money for courses. Expansion of education is the solution to the problem,” he said.
He said the government wants to increase the Gross Enrolment Ration in higher education from a meagre 12.4 per cent now to 30 per cent in next few years.
